Sr. Program Manager (Partner/Principal)
Maximus TCS (Technology and Consulting Services) Internal Job Profile Code: TCS238, M5, Band 9 Job-Specific Essential Duties and Responsibilities Leads a geographically separated team of 50 IT technical professionals at multiple Department of Defense locations to support the US Air Force Zero Trust Functional Management Office including the offices of the Chief Technology Officer (CTO) and Chief Information Officer (CIO). Ensure contract deliverables are submitted on time within DoD guidelines to the customer and corporate headquarters. Manages contract funding and submits monthly financial reports. Authors and submits monthly technical and management reports. Assist with the development and implementation of Information Protection processes, procedures, and technology requirements, to include creating and managing a baseline configuration of technology (e.g. Enterprise IT, Weapons Systems, Industrial Control Systems), System Development Life Cycle (SDLC), configuration change control processes, and policy and regulations regarding the physical operating environment for organizational assets to achieve resilience requirements in normal and adverse situations with a focus on Zero Trust principals and intent. Maintains knowledge of current guidance, policies, laws, and regulations; communicate updates and incorporate them into existing enterprise strategies affected by Zero Trust. Collaborates with stakeholders to develop and deliver Zero Trust focused cybersecurity awareness, role-based, and operational training and education, including realistic cyber training and exercise scenarios and objectives. Coordinate and collaborate with various portfolio managers and program offices for all systems maintained and/or used by the DAF. For new systems, advises, and assists Government leads with researching and documenting ZT requirements, and validating/using data, reports, and other outputs from existing systems to define and document system ZT architecture deficiencies. Manages teams that conduct assessments of existing Zero Trust activities and systems and provide recommendations to align to the DAF Zero Trust Roadmap.
Job-Specific Minimum Requirements: Master’s degree in business, IT, or related field. 10 years of providing technical expertise and authoritative advice on strategic practices and standards. 10 years of experience performing management of large, complex engagements for DoD, other federal agencies, or Fortune 400 organizations. Extensive experience leading multi-agency or multi-department activities. Experience leading teams supporting Air Force or DoD enterprise infrastructure, governance, policies, and procedures. U.S. citizenship and conversational and technical fluency in English speaking, reading, and writing. Must have an active Top Secret security clearance.Certified Information System Security Professional (CISSP) or equivalent Information. Assurance Management (IAM) Level 3 certification: (CISSP, GIAC Cyber Security Leadership Certification, or CISM)
Preferred Skills and Qualifications: PMP or similar training, PMP-ACP Familiar with technical aspects for IT, i.e., IAT-Level II Certifications. Familiar managing programs supporting Zero Trust initiatives. Ability to provide detailed program status reports, briefings, and status to senior Government officials. Understanding of USAF IT systems, networks, and platforms. Experience leading large geographically separated teams, 30+ employees. Ability to travel 25% - 40%. Experience in recruiting, interviewing, and hiring qualified technical personnel. Understanding of risk management and proven history of solving large program challenges. Understanding budgeting, resource allocation, and cost controls. Experience in negotiating terms with stakeholders, securing resources, and resolving conflicts. Proven experience developing detailed plans, managing timelines and milestones, and allocating resources effectively.
