Position Description:
The Senior Electronic Security System (ESS) Subject Matter Expert (SME) will be responsible for the oversight and development of new business and program growth for multiple sized efforts from large-scale contracts to small task orders as part of the operations team in the Critical Infrastructure Protection (CIP) Operating Unit (OU). The ideal SME should possess a combination of technical expertise, practical experience, and relevant certifications. They should have a deep understanding of electronic security systems including Access Control Systems Video Surveillance and Management Systems, Intrusion Detection technologies, and information system infrastructures, cybersecurity, command control and power support infrastructures. Furthermore, they need strong analytical and critical thinking skills, as well as the ability to interpret technical documentation and perform troubleshooting. The candidate should be comfortable being customer-facing and act as a representative of CIP leadership, as well as working with Business Development teams to drive new work. The ideal candidate should possess strong technical writing skills that focus on conveying complex information in a clear, concise, and understandable manner to a specific audience and has served as the technical writer to medium and large ESS design installation and maintenance proposals. As a minimum, the candidate must have been working in the Electronic Security field for at least 10+ years with 50% or more working within the US Government business sector in areas of DoD Electronic Security.
Roles and Responsibilities:
The CIP Senior Subject Matter Expert for Electronic Security will serve as the main focal point for all CIP Electronic Security System (ESS) business and proposal developments and active contracts, in performing the following activities:
Serving as the technical lead for all on-site pre-bid surveys as well as performing onsite technical design surveys.Support engineering design activities through providing technical support in the form of performing peer and critical design reviews.Oversee and provide technical support in the operation and management of the KBR Systeme Integration Lab in Charleston SC.Develop necessary Standard Operating Procedures pertaining to the ESS design, installation, test, and turnover and maintenance activities.Providing expert guidance on the design, implementation, and maintenance of secure network architecture, systems, and applications.Serve as the lead technical expert on all ESS Industry standards, regulations and guidelinesProviding mentorship and training to other CIP security professionals, sharing knowledge and expertise to enhance the overall security capabilities of the organization and industryExperience in conducting security audits, assessing compliance with relevant regulations, and developing remediation plans.Overseeing and managing CIP Value Added Reseller relationships with major ESS platform vendors.Maintain and update CIP ESS Vendor Data Specifications, cut sheets and technical data.Developing and implementing growth strategies for new and current work.Proficient skills in technical writing and editing.Strong ability to create Basis of Estimates (BOE).Strong ability to create Basis of Materials (BOM).Strong ability to create a Work Breakdown Structure (WBS).Strong ability to create an Integrated Master Schedule (IMS)/Project Schedule.Strong ability to write vendor Scopes of Work (SOWs).Provide technical expertise in the selection of candidate system platforms, ESS technologies for both KBR bid proposals as well as active contracts.Provide both technical and management oversight on all active KBR CIP ESS contracts to include conducting independent management and technical reviews of active programs.Attend and represent senior KBR CIP management at industry symposium, conventions and customer meetings.Report to the CIP Operating Unit Director and provide technical advice and input to senior KBR management on all KBR ESS programs.Support CIP Quality Assurance and control reviews through performing both Peer and Critical Design reviews.Where required, perform additional duties associated with project management, proposal management, engineering design and development, on site system test and evaluation.Qualifications:
Bachelor’s degree and 10+ years of direct experience supporting the Physical and Electronic Security Industry. Equivalent experience will be considered in lieu of the degree requirement.Preferred Qualifications:
DoD experience preferred.PMP certification preferred.Strong ability to work all aspects of a proposal and develop new work.
Travel:
Willingness to travel up to 30% of the time to CONUS and OCONUS locations.Work Location: North Charleston, SC or Remote
Compensation: $113,600 - $170,400. The salary range posted is based on the national average. The offered rate will be based on the selected candidate’s location, knowledge, skills, abilities, and/or experience, contract affordability, and in consideration of internal parity.
