Sr. Director, Government Affairs

**Purpose:**
Serve as the Senior Director of Government Affairs with primary responsibility for state government affairs and to advise and support the Senior Vice President and Chief Government Affairs Officer (CGAO) in the implementation of UPMC's goals and objectives. The Senior Director will manage and supervise system business unit managers regarding their state government affairs activities. The Senior Director will supervise all contract lobbyists engaged in state government projects on behalf of UPMC. The Senior Director will also direct and manage the Manager of Government Affairs in central Pennsylvania to ensure cohesive strategies are implemented with excellence across the geographic footprint of the organization.
**Responsibilities:**
+ Advance UPMC's state legislative and regulatory priorities.
+ Maintain close and positive working relationships with state policymakers, staff and various governmental entities on behalf of UPMC.
+ Maximize state funding opportunities for UPMC.
+ In collaboration with the Senior Vice President and CGAO, provide counsel to executive management regarding state government strategies.
+ Research and draft funding requests, legislative language, testimony, white papers, advocacy documents and appropriations requests.
+ Represent UPMC at selected state government hearings and meetings.
+ Oversee the Manager of Government Affairs to execute the Government Affairs' advocacy function in a responsible and effective manner.
+ Serve as a leader of UPMC Government Affairs in the absence of the SVP/CGAO to manage staff, make strategic decisions, continue effective advocacy and advise UPMC executive staff.
+ Be a role model for other members of the Government Affairs group, encouraging compliance with UPMC standards of employee behavior and compliance with UPMC rules and mandates.
+ Serve as a counselor to the SVP/CGAO by apprising her of developments and providing suggestions for better approaches to issues and management challenges.
+ Ensure state lobbying law compliance.
+ Participate in professional trade association events (Hospital and Healthsystem Association of Pennsylvania, Safety-Net Association of Pennsylvania, etc.).
+ Monitor and report all relevant news, information, and upcoming government affairs events.
+ Work with UPMC leaders to provide input on governmental matters and establish system-wide goals and objectives for engaging with the state government.
+ Minimum of a Master's degree with a concentration in Public Administration or related area, or direct experience in the legislative process as a government or congressional staff person.
+ An understanding of state health care policy and legislation.
+ Outstanding communication skills, both written and verbal.
+ Ten or more years of relevant experience is desirable.
+ Ability to work with minimal supervision.
+ Ability to supervise and direct the Manager of Government Affairs and cultivate new venues of outreach to government policymakers.
+ Ability to advise the senior UPMC executive team and UPMC or hospital boards without the presence or direction of the SVP/CGAO.
+ Ability to serve as a role model for other members of the Government Affairs team demonstrating best practices. **Licensure, Certifications, and Clearances:**
