GILBANE is seeking to hire a Sr. Purchasing/Subcontracts Manager for the Texas Business Unit. This person will work out of our Houston, TX office but, will also service our San Antonio, TX office as well as other markets in Texas. Gilbane has been building in Texas for over 40 years and has many deep relationships with existing Subcontractor partners and is actively working to grow its Subcontractor base. The Sr. Purchasing/Subcontracts Manager will oversee all purchasing activities within Texas and will help manage existing and help cultivate new Subcontractor relationships.

Responsibilities Provides oversight to all BU Purchasing activitiesIdentifies and tracks deviations on the Baseline SOP, if applicable, within the BUDevelops a departmental budget, manages the budget, and assigns projects to itAssists with resource and workload allocation and managementCoordinates with operations for the purchasing requirements and trade contract flow downs from the prime agreement Acts as the signing authority on all contracts, waivers, recommendations to award, and other documentationManages multiple purchasing teams and their projectsProduces Trade Partner risk mitigation strategy and execution by coordinating with the operations teams, the risk management team, and the leadership teamCoordinates and collaborates with the Support Operations and Preconstruction departments to incorporate their deliverables into the purchasing processMaintains Trade Contractor relationship management across a BU or multiple BUs Elevates and collaborates with the specific BU leader when issues ariseRepresents Gilbane Purchasing at BU industry events and within the Diverse Owned Small Business (DOSB) vendor communityEnsures all training is provided to gain a thorough understanding of all company policies and proceduresDevelops long term strategic planning and contingency plans while taking global issues into accountResponsible for the career development and coaching of team membersFosters a positive and inclusive work environment to motivate and engage team membersInterprets and translates the organizational strategy, ensuring team understanding of their role in accomplishing strategic goals QualificationsEXPERIENCE/EDUCATION
Bachelor’s degree in Engineering, Construction Management, or similar technical field12+ years of experience managing/purchasing/procuring work of construction Trade ContractorsOr equivalent combination of education and experienceKNOWLEDGE, SKILLS & ABILITIES
Ability to lead multiple teams while encouraging them to work together towards a common goal by utilizing strengths of various team membersKnowledge of the differences in design responsibility and how it flows down to Trade ContractsKnowledgeable in the different types of owner contracts and how they functionKnowledge of risk management including Gilbane P&P bonds and Builders RiskKnowledge of the DOSB market, capacity, and strategyAbility to leverage material and equipment status tracking to guide teams to early and/or direct procurementAbility to utilize cashflow and workforce projections during the bid process to determine the qualification of a bidAbility to prepare teams for Project Health Assessments (PHAs) and guiding team through PHAsKnowledge of how to satisfy the needs of any of our clientsAbility to solicit and apply lessons learnedKnowledgeable in local union jurisdictional claims (if applicable) and ability to ensure compliance within purchasing processGilbane offers an excellent total compensation package which includes competitive health and welfare benefits and a generous profit-sharing/401k plan.
