Sr Manager, Decision Management

PenFed is hiring a (Hybrid) Sr Manager, Decision Management at our Tysons, Virginia location. The primary purpose of this job is to manage both an internal team and external resources managing PenFed’s Decision Management rules, architecture and design, with a focus on speed of change, and reusability, reliability and transparency of rules and design. This is a highly technical role, and the incumbent will demonstrate expert level rules development and a high competence in design development. This position will collaborate closely with the Consumer Banking Technology Office, Enterprise Data, and Lending Policy and Analytics in managing development and maintenance of Consumer Banking rules in alignment with the credit policy, collections policy and other areas of decisioning, oversee credit data inputs from vendors, and support the decisioning environment. Lead application architect for decision engines maintained by the Consumer Bank. Author the best-in-class design architecture of consumer originations to fit within PenFed’s Consumer Banking’s vision, goals, and size. Demonstrate rule cascades, rule trees, and code branching to senior executives and control groups for consumption and rule firing and rules maintenance over time. Author and maintain the deployment architecture and processes according to best practices Lead the designing, maintenance, and improvement of decision rules /scoring based engine incorporating automated underwriting processes and strategies, counteroffers and cross-sell/bundling policies. Extend decisioning into other areas of consumer banking such as account management, collections, etc. Lead the designing, maintenance, and improvement of data inputs and movement, and model execution (including machine learning models) and management for centralized decision making. Optimize and strategically position the rules platforms across loan originations, account and member management, collections and other areas of emphasis of the consumer bank. Manage relationships with internal teams, and external vendors including but not limited to software vendors and credit bureaus to support credit systems operations. Provide technical support for identifying, reporting, tracking, and resolving daily operational problems in credit systems, make formal recommendations regarding enhancements or changes. Collaborate with policy teams in understanding requirements and converting policies into the business rules for implementation. Develop processing redundancies and resiliencies, including alternative data inputs, to complete mission critical functions. Develop champion-challenger analysis in support of the business rules changes. Support implementation and analysis of credit criteria and strategies for core loan/credit line acquisition programs including both prescreen and non-prescreen acquisition channels. Conduct and analyze risk assessments to gauge the effectiveness surrounding the loan operations process as it relates to decision systems and to determine compliance with policies and procedures. Qualifications Equivalent combination of education and experience is considered. Bachelor’s degree in computer science, engineering, mathematics, or statistics is required, a master’s degree preferred. Minimum of twelve (12) years of experience with Business Rules development required. A minimum of two (2) years of application architecture experience is required. Minimum of eight (8) years of model execution domain experience is required. Minimum of four (4) years of direct management experience is required. Experience with consumer lending credit systems is highly preferred. Experience with relational database management systems (SQL Server), client-server and GUI-based development tools is required. In depth knowledge of automated loan decision software (FICO/Blaze, or other equivalent) is required. Experience with relational database management systems (SQL Server), client-server and GUI-based development tools is required. Knowledge of FICO’s Loan Origination Systems (LOS) is preferred. Strong working knowledge of performing analysis utilizing Champion Challenger or similar systems. Supervisory Responsibility This position will supervise employees. Licenses and Certifications There are no additional certifications required. Work Environment While performing the duties of this job, the employee is regularly exposed to an indoor office setting with moderate noise. *Most roles require working in an office setting with moderate noise and the ability to lift 25 pounds.* Travel Ability to travel to various worksites and be on-call is required.
