Proposal Summary:
MSI, a Tetra Tech Company, is bidding to provide Third-Party Monitoring (TPM) services under a World Bank Framework Agreement to support project oversight in fragile and conflict-affected settings globally. The initial framework agreement will span five years, with a possible extension of an additional five years based on performance. TPM activities may be conducted in regions including Africa, the Middle East, South Asia, Latin America, and Eastern Europe, with specific country assignments determined by purchase orders. The objective is to independently monitor implementation progress, fiduciary compliance, and environmental and social safeguards across a range of World Bank-financed operations. Through physical site visits, financial reviews, stakeholder engagement, and data-driven reporting, MSI will help ensure that project funds are used for their intended purposes and in accordance with legal and procedural standards. The work will be delivered in close coordination with the World Bank and implementing partners, with an emphasis on adaptive methods, secure data handling, and local engagement.
Position Summary:
The Social Protection Specialist will provide expert guidance in designing and implementing social protection verification methodologies, including beneficiary targeting checks and cash-transfer reviews. This role ensures the integration of social inclusion safeguards and assesses the social impacts of programs through focus group discussions and data analysis. The Specialist will work closely with implementing agencies and stakeholders to uphold program integrity, enhance beneficiary outcomes, and align with World Bank operational standards and safeguard policies.
Responsibilities:
· Design and develop social protection verification tools, including beneficiary targeting checks and cash-transfer review protocols.
· Conduct and facilitate focus group discussions (FGDs) to assess social impacts and gather beneficiary feedback.
· Integrate social inclusion safeguards into verification frameworks to ensure equitable access and protection for vulnerable groups.
· Oversee the implementation of data collection and verification protocols related to social protection programs.
· Analyze social protection data to identify trends, risks, and implementation challenges, providing actionable insights.
· Collaborate with implementation partners and World Bank technical staff to triangulate data and validate findings.
· Draft and review technical components of Third-Party Monitoring (TPM) reports focusing on social protection outcomes and compliance.
· Support quality control and validation of findings across social protection teams and country contexts.
· Provide mentoring and technical guidance to sector specialists and analysts on social protection verification methodologies.
· Engage in adaptive learning practices to continuously improve social protection monitoring and verification processes.
Qualifications:
· Master’s degree in Social Protection, Social Policy, Development Studies, Economics, or a related field, with at least seven (7) years of experience in social protection program monitoring and evaluation.
· Demonstrated experience designing and implementing beneficiary verification processes, cash-transfer reviews, and social impact assessments.
· Prior experience working with the World Bank or similar multilateral agencies and familiarity with their operational guidelines and safeguards.
· Experience integrating social inclusion safeguards and ensuring compliance with social protection standards in complex settings, including Fragility, Conflict, and Violence (FCV) contexts.
· Proven ability to conduct and analyze focus group discussions and incorporate qualitative insights into monitoring frameworks.
· Regional experience in one or more World Bank regions (Africa East & West, East Asia and Pacific, Europe & Central Asia, Latin America & Caribbean, Middle East, North Africa, Afghanistan, South Asia).
· Experience supervising or mentoring technical staff and liaising with government or multilateral stakeholders.
· Strong data analysis, report writing, and presentation skills.
· Fluency in English required; proficiency in additional languages relevant to TPM countries preferred.
