Proposal Summary:

MSI, a Tetra Tech Company, is bidding to provide Third-Party Monitoring (TPM) services under a World Bank Framework Agreement to support project oversight in fragile and conflict-affected settings globally. The initial framework agreement will span five years, with a possible extension of an additional five years based on performance. TPM activities may be conducted in regions including Africa, the Middle East, South Asia, Latin America, and Eastern Europe, with specific country assignments determined by purchase orders. The objective is to independently monitor implementation progress, fiduciary compliance, and environmental and social safeguards across a range of World Bank-financed operations. Through physical site visits, financial reviews, stakeholder engagement, and data-driven reporting, MSI will help ensure that project funds are used for their intended purposes and in accordance with legal and procedural standards. The work will be delivered in close coordination with the World Bank and implementing partners, with an emphasis on adaptive methods, secure data handling, and local engagement.

 

Position Summary:

The Infrastructure Specialist will provide engineering oversight for infrastructure projects by conducting technical inspections, verifying asset quality, and monitoring civil works to ensure compliance with project specifications and standards. This role liaises closely with implementing agency (IA) engineers to support effective project implementation and quality assurance. The Specialist will work within complex Fragility, Conflict, and Violence (FCV) contexts and ensure alignment with World Bank operational guidelines and infrastructure safeguards.

 

Responsibilities:

·       Conduct technical inspections and quality verification of infrastructure assets and civil works to ensure compliance with design specifications and contractual requirements.

·       Monitor ongoing civil works activities, identifying and addressing technical issues to maintain project quality and timelines.

·       Liaise regularly with implementing agency engineers and contractors to coordinate technical oversight and resolve engineering challenges.

·       Review engineering documentation, progress reports, and quality assurance records to validate project status and compliance.

·       Identify risks and recommend corrective actions related to infrastructure quality and safety.

·       Support capacity building and knowledge sharing with project teams and implementing partners.

·       Contribute to the preparation of technical reports and documentation for World Bank review and project monitoring.

·       Engage in adaptive learning to improve infrastructure monitoring methodologies, especially in FCV contexts.

 

Qualifications:

·       Bachelor’s degree in Civil Engineering, Structural Engineering, or a related engineering discipline.

·       Minimum of seven (7) years of professional experience in infrastructure project oversight, including technical inspections and quality assurance of civil works.

·       Demonstrated experience working in Fragility, Conflict, and Violence (FCV) contexts and understanding the unique challenges these settings present.

·       Regional experience in one or more World Bank regions (Africa East & West, East Asia and Pacific, Europe & Central Asia, Latin America & Caribbean, Middle East, North Africa, Afghanistan, South Asia).

·       Proven ability to liaise effectively with implementing agency engineers and contractors.

·       Strong technical knowledge of engineering standards, asset verification, and civil works monitoring.

·       Excellent report writing and communication skills, with the ability to present technical information clearly to diverse audiences.

·       Fluency in English is required; proficiency in relevant regional languages is a plus.
