Job Description:

The HSE Specialist I Safety is responsible for implementing and maintaining safety and environmental programs on their Heavy Civil construction project(s). This position ensures compliance with all applicable regulations, promotes a strong safety culture, and supports project management and field teams in all project HSE related business.

Functional Requirements:

Inspect workplace and environmental incidents in accordance with company procedures and implement corrective actions. Ensure compliance with internal requirements related to environmental and employee health and safety and identify areas for improvement. Ensure compliance of an environmental and employee health & safety training plan. Report to and advise project management on current OSHA legislation, information, requirements. Work in coordination with project management regarding any identified HSE improvements needed. Ensure project management evaluates HSE performance to comply with regulatory and company requirements. Assist project management on site HSE-related issues. Meet weekly requirements for Worksite HSE Inspection/Focus Audit program. Verify that employees exercise the right-to-refuse unsafe work is supported by managers and supervisors. Conduct investigation reports of incidents including HSE, medical, first aid cases, and damage to property or equipment and verify that corrective actions have been completed and closed out. Notify Sr. HSE Management of reportable incidents per local and federal regulations as directed. Participate and attend Weekly/Bi-Weekly HSE and Operational Supervisor meetings. Review and Audit hazard assessments (JSA/STAR Cards) for accuracy and relevance to performed work. Provide coaching and recognition to employees on implementing SWP’s, JHA’s and the overall hazard assessment process. Ensure the project follows the Project Specific HSE Plans. Ensure that PPE is used within compliance with PSC standards for the tasks performed. Coordinate the Emergency Response Plans established per Project Specific HSE Plan. Ensure proper first aid procedures are carried out until the arrival of emergency response personnel. Investigate HSE incidents and Near Misses on assigned project(s). Ensure that employees and supervisors on site are trained in injury management and reporting requirements. Assist with verifying that modified work programs are implemented within the requirements. Serve as liaison with medical practitioners and Sr. HSE Management regarding case management, rehabilitation or return to work plans, and assist injury management coordinators. Lead the implementation of HSE-related campaigns on assigned project(s). Coordinate and monitor operator equipment qualification processes on assigned project(s). Promote a culture that delivers safe workers and a safe workplace. Build and maintain strong, positive relationships with existing and potential HSE Staff, Operation team members, Subcontractor/client representatives. Various other duties as requested by upper management.

 Requirements/Skills/Abilities:

Works independently, receiving guidance on most complex situations. May take lead role in small projects/processes. Work is reviewed at the completion of assignments for adequacy in meeting objectives. Ability to engage positively in a team atmosphere as a solutions provider. Proactive, self-starter requiring with the ability to multi-task and define priorities. Must be able to work with a diverse interdisciplinary team to develop improved work processes. Ability to adapt well to fast-paced environments with changing circumstances, direction, and strategy. Strong interpersonal skills, excellent communication skills, strong relationship builder, influencing and negotiation skills, and the ability to coach at multiple levels on a jobsite. Strong analytical skills with demonstrated problem-solving ability. Attention to detail with good writing/editing skills. Ability to define problems, collect data, establish facts and draw conclusions.

Qualifications:

High School Diploma or equivalent (required); Associate’s or Bachelor’s degree in Occupational Safety, Construction Management, or related field (preferred). OSHA 30-Hour Certification (required). OSHA 500/510 Certification (preferred). Minimum 10 years of experience in heavy civil construction safety (DOT, highway, bridge, or industrial infrastructure). Work Zone Traffic Control Supervisor Certification (required or ability to obtain). First Aid/CPR/AED certification (required or ability to obtain). Additional certifications such as CHST, MSHA, or HAZWOPER are a plus. Strong knowledge of OSHA, DOT, MUTCD, and EPA regulations.

Physical Requirments:

Must be able to pass physical examination, pre-employment if necessary, and as required by the company. Able to climb and maintain balance on ladders, scaffolding, stairways, etc. Stoop, kneel, crouch, crawl, or work at elevated heights as well as in confined spaces (towers, vessels, excavations, etc.). Able to carry 50 lbs. of tool and/or materials. It is recommended to get assistance to lift items over 50 lbs. Check with your project supervisor or project safety director. Must be able to stand or walk for long periods of time. Must be able to work extended hours on your feet on uneven surfaces (dirt, concrete, asphalt, mud, gravel, etc.)
