Specialist – Platform Development for Data Storage, Analysis and Reporting, World Bank Third Party Monitoring, Various Locations

Proposal Summary:

MSI, a Tetra Tech Company, is bidding to provide Third-Party Monitoring (TPM) services under a World Bank Framework Agreement to support project oversight in fragile and conflict-affected settings globally. The initial framework agreement will span five years, with a possible extension of an additional five years based on performance. TPM activities may be conducted in regions including Africa, the Middle East, South Asia, Latin America, and Eastern Europe, with specific country assignments determined by purchase orders. The objective is to independently monitor implementation progress, fiduciary compliance, and environmental and social safeguards across a range of World Bank-financed operations. Through physical site visits, financial reviews, stakeholder engagement, and data-driven reporting, MSI will help ensure that project funds are used for their intended purposes and in accordance with legal and procedural standards. The work will be delivered in close coordination with the World Bank and implementing partners, with an emphasis on adaptive methods, secure data handling, and local engagement.

 

Position Summary:

The Specialist – Platform Development will support the design, testing, deployment, and maintenance of a secure and functional digital platform used to manage, store, analyze, and report TPM data. This position will report to the Lead – Platform Development and will collaborate with data, M&E, and reporting teams to ensure platform tools are responsive to user needs and secure in FCV contexts.

 

Responsibilities:

·       Support the technical development of the TPM data platform, including storage, analysis, and visualization modules.

·       Implement and test user interfaces, dashboards, and automated reporting tools.

·       Ensure data encryption, access control, and other privacy measures are effectively applied.

·       Work with backend and frontend developers to build a scalable, integrated system.

·       Assist in integrating digital data collection tools and ensuring accurate data ingestion.

·       Conduct system troubleshooting, debugging, and quality assurance testing.

·       Develop user documentation and provide training or technical support to platform users.

·       Contribute to platform maintenance schedules, update logs, and security testing cycles.

·       Participate in user feedback processes and platform improvement planning.

Qualifications:

·       Bachelor’s degree in computer science, information systems, data science, or a related field.

·       Minimum of seven (7) years of experience supporting platform development and IT solutions, preferably for M&E or development programs.

·       Prior experience working with the World Bank, required.

·       Proven hands-on experience implementing ESRI's ArcGIS ecosystem in development or monitoring settings, especially in field data collection or Third-Party Monitoring (TPM) projects.

·       Proficiency with Survey123,  ArcGIS Online, ArcGIS Dashboards, and integration with ArcGIS Enterprise or related systems.

·       Familiarity with Fragility, Conflict, and Violence operating environments and challenges related to data access and bandwidth.

·       Deep experience in one or more World Bank regions (Africa East & West, East Asia and Pacific, Europe & Central Asia, Latin America & Caribbean, Middle East, North Africa, Afghanistan, South Asia).

·       Strong understanding of data modeling, geodatabase management, and data pipeline automation within the ESRI environment.

·       Strong technical skills in relevant programming languages, database management, and web development frameworks.

·       Understanding of security and privacy best practices for data management in development settings.

·       Experience working with cloud platforms and API integration preferred.

·       Familiarity with analytics and data visualization tools.

·       Strong problem-solving and communication skills.

·       Fluency in English is required; other languages are a plus.

·       Willingness to travel to field offices or FCV countries if necessary.
