Summary The incumbent serves as an advisor to the Defense Commissary Agency (DeCA) Director/Deputy Director on a wide variety of matters involving DeCA's mission and functions, organizational design, operations, procedures, major initiatives, programs and policy requirements. The incumbent's role is that of a problem solver, practical advisor and consultant to the Director/Deputy Director. Responsibilities The incumbent supports the Director/Deputy Director with expert recommendations for the integration of technical and analytical programs, covering a broad range of applications with worldwide impact. Provides continuous appraisal of DeCA's policies, processes, and procedures to reduce or eliminate processes and functional redundancies. Provides advice and recommendations to the Director/Deputy Director regarding line and staff program operations throughout DeCA and supports major programs with analysis of key operational, management, and administrative programs and systems. Reviews and recommends revisions to DeCA's policies and procedures. Applies managerial expertise and a broad comprehensive knowledge of Department of Defense (DoD) and DeCA management and administrative programs, policies and procedures to develop viable programmatic options for satisfying DeCA's changing needs. Requirements Conditions of Employment Qualifications You must meet the Office of Personnel Management (OPM) qualifications for series and additional requirements by the announcement closing date. Experience: One years experience at the GS-14 level. Examples of Specialized Experience: Mastery of the principles and practices of commissary operations, commercial industry wholesale, and retail food and grocery store management Mastery of commissary business operations and the associated laws, regulations, policies, and precedents to develop and recommend process improvement projects Mastery of advanced management and organizational principles and practices and a broad knowledge of a wide range of qualitative and/or quantitative methods for assessing and improving program operations. You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
