Yes County Albany Street Address 1220 Washington Ave. Building 7A City Albany State NY Zip Code 12226 Duties Description Reporting to the Executive Deputy Commissioner, the Director of Training will manage and direct the overall training program of the Division of Homeland Security and Emergency Services (DHSES), provide oversight of the design and development of specialized curricula, and oversee the delivery and evaluation of comprehensive training programs targeted to DHSES staff, emergency management and first responder partners and other stakeholders. Typical tasks and activities include but are not limited to the following: •Direct the development, implementation, and administration of all DHSES external training activities, including those affiliated with the State Preparedness Training Center (SPTC). Identify necessary program initiatives and direct change to improve and manage operations. Ensure appropriate resource utilization at all levels.•Oversee the development of the SPTC into a comprehensive, fully integrated training facility serving traditional and non-traditional first response groups as well as groups with specialized functions.•Develop, implement, and update a strategic training program management and outreach plan outlining expected operational and performance objectives.•Advise Senior executive staff and internal/external agency personnel and related stakeholders on all program issues and initiatives. •Develops or oversees the preparation of scheduled or specifically requested reports regarding projects or programs of particular interest to the Director, State Executive staff, or the legislature.•Oversee the recruitment, development and evaluation of vendors, course instructors and curriculum.•Formulate a financial strategy to support programmatic initiatives. Initiate research of potential funding sources including federal assistance, new income, in-kind services.•Collaborate with DHSES Administration and Finance on program related human resource, budgetary and finance issues.•Establish performance measures to assess and evaluate all aspects of program development and delivery.•Systematically research and identify opportunities for outreach and strategic program development and promotion. Maintain knowledge of industry wide developments and issues.•Identify critical systems, resources and communications required to execute plans.•Develop and maintain collaborative and effective working relationships with internal/external agency partners, public and private sector associates, and community representatives.•Develop and implement quality control standards and procedures to ensure the safety and security of staff, instructors, visitors and ·program participants.•Manage the daily operation of the training program. Assign and prioritize work; actively participate staff selection, evaluation, and employee development. Liaise with DHSES Administration staff regarding employee performance issues and concerns. •Undertake special assignments, including analyses, evaluation, and recommendation of appropriate action on various issues. •Represent DHSES executive staff on internal and external committees, at meetings, conferences, community events and other venues as assigned. •Prepare correspondence, presentations, briefings, and other materials as required. •Travel may be required. Minimum Qualifications Eleven years of professional level experience, five years of which must have been in a managerial capacity with responsibility developing and implementing training initiatives, developing curricula, and/or assessing developmental needs for enhancing organizational performance. A bachelor's degree can substitute for up to four years of general experience; a master's degree can substitute for an additional year of general experience.Preferred Qualifications:The preferred candidate will have the following:•Experience in developing and implementing training initiatives for emergency response and/or emergency management personnel. •Ability to effectively communicate in a variety of formats and establish collaborative and ongoing relationships with diverse stakeholders.•Administrative/executive, and/or program management experience with responsibilities for budgeting and personnel management.
