The position allocated to this class performs leadership, management, and professional work as the head of the Solid Waste division of Spokane County Public Works. Duties include the control and administration of the County’s Transfer Stations and contracts, waste reduction/recycling programs, public outreach and programs, moderate risk waste program, and landfill closure activities. The incumbent manages a wide variety of technical plans, studies, designs, and contracts, work programs and budgets and is responsible for overall management of the Solid Waste Division. Key positions reporting to this position include the Transfer Station Operations Manager, Solid Waste Business Supervisor and Senior Project Manager. Management responsibilities include developing major divisional policies and procedures and performing long-range planning and programming of public facilities. The position requires considerable exercise of independent judgment, discretion and initiative and a high degree of contact with city, county, state and federal agencies; solid waste industry partners, engineering and construction firms; private individuals; developers; attorneys; and elected officials. Work is performed under the guidance and supervision of the Senior Director of Public Works who reviews the work through regular contact, conferences, reports and overall evaluation of results achieved. In addition, the Solid Waste Administrator makes presentations to the Board of County Commissioners regarding the activities of the division and proposed official actions to be taken by the Board. TOTAL COMPENSATION: $124,051 - $173,672 annually. Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). The actual total will vary depending upon each employee's enrollment choices. Examples of Duties + Provides strong leadership for the Division, emphasizing adherence to core values and embracing the principles of continuous improvement and fostering employee development. + Plans, directs, evaluates and modifies the programs and operations within the Solid Waste Services Division including the Transfer Stations, Waste Reduction/Recycling Program and landfill post-closure programs. + Gathers information and makes presentations to the Board of County Commissioners and affected groups concerning the Transfer Stations, Waste Reduction/Recycling Program and landfill post-closure programs. + Oversees the development, revision, and implementation of system-wide operating plans including the Solid Waste Comprehensive Plan and Capital Facilities Plan (CFP) through the Solid Waste Advisory Committee (SWAC), and the Board of County Commissioners. + Monitors and provides leadership on employee development and personnel matters for the division to ensure consistent application of County policies and procedures. May participate in labor negotiations as a management representative. + Under the guidance of the Senior Director of Public Works, coordinates the division’s efforts with other County departments, and city, state and federal agencies. + Interfaces as appropriate with the Board of Commissioners and other boards, City Councils, agencies, regulatory agencies, and the general public. + Leads and organizes recruitment of staff. + Develops performance standards, provides training, monitors progress and evaluates employee performance, including programs, policies and procedures. + Manages the landfill closure activities of the County, which includes on-going maintenance and operation of the County’s three Superfund listed landfill sites. + Administers a wide range of solid waste activities, including Waste Reduction/Recycling Program including public education, school programs, commercial waste assistance programs and other public outreach programs. + Interacts and collaborates with state and local government officials, system member jurisdictions, citizens, BoCC, agencies, solid waste industry, businesses, and County Solid Waste Managers across the state and region. + Determines and develops system alternatives, costs and rate scenarios for alternatives + Represents Eastern Washington counties on statewide advisory boards and is actively involved in the Washington Association of County Solid Waste Managers, which gives the County a voice when it comes to state legislation, policies, and funding. + Coordinates long-term financing for all solid waste operations. + Prepares and controls the Division’s operating budgets and authorizes appropriate expenditures within assigned limits. + Coordinates public policy development and implementation involving extensive work with elected and appointed officials and the public throughout the County. + Prepares recommendations for programs, public policy issues, procedural requirements, plans and ordinances. + Directs and provides leadership for the preparation of annual budgets and for financing of programs. + Develops long range capital planning for infrastructure projects and facilities + Presents proposals for rate adjustments, meets with citizens to discuss and resolve complaints. + Prepares and manages contracts for services. Reviews contractor performance and issues solutions. + Gives presentations at public meetings. + Performs other related duties, as required. Minimum Requirements + Bachelor’s degree from an accredited college or university in an environmental field, public administration, business, or related field + Graduate-level education in environmental sciences or a master’s degree in business or public administration is desirable. + Five (5) or more years of broad-scope, progressively responsible experience, including managerial functions, in a medium to large local government utility, public works department or comparable environment. + Possession of a valid Driver's License at time of hire and for the duration of employment. This information is subject to change. PAID TIME OFF Spokane County Observed Holidays Up to 10 (ten) paid holidays are observed by Spokane County. PTO Non-represented and a select group of represented employees receive a bank of hours that combine both vacation and sick leave into a paid time off bank. There is no waiting period to use this time and it starts out at almost 2 days per month accrual increasing in accrual rates annually for first 5 years. Vacation For employees with less than five (5) years of continuous service, the accrual rate is 1 day of vacation each month for a total of 12 days per year. The County provides a $10,000 benefit for those represented by 492, 492CS & 492CL. This benefit is paid in full by Spokane County. Long Term Disability Coverage Provides an income protection benefit in the event of a long-term illness or injury at rate of 60% of income up to a maximum of $5,000 per month. Spokane County pays the full premium for this plan. Deputy Sheriff's receive a benefit through their union for disability. RETIREMENT Retirement Plan (401a) Spokane County employees are automatically included in the Washington State Retirement System. Both the employer and the employee contribute to the plan. This retirement plan provides a guaranteed lifetime monthly benefit once vested and eligible for retirement. Additional Retirement Plan Option (457b) Employees may supplement their retirement income and save money on taxes by participating in this optional County program. Roth (after-tax) option is also available through this retirement plan. VOLUNTARY BENEFITS AFLAC Supplemental insurance is optional and is provided by AFLAC to help pay for benefits not covered by major medical insurance. The employee pays 100% of the premium. Travel Assistance Provides additional travel protections anytime you travel more than 100 miles from home. Includes pre-trip information, emergency ticket replacement, and emergency evacuation coverage. This benefit is paid in full by Spokane County. Premiums are automatically set up pre-tax under the FSA. Voluntary Term Life Insurance Voluntary Term Life Insurance is additional optional life insurance provided through The Standard Insurance. New employees are guaranteed up to $50,000 for self and $20,000 for a spouse with no medical underwriting needed.
