Location: Lexington Park, MD Position: Software Developer Overview: ITC is actively seeking an experienced software developer to support the Case Reconciliation Tool (CRT) program and Disbursement Tracker (DT), providing end-to-end support across application development, database administration, system integration, and Agile project management. This role involves maintaining and enhancing web-based applications using C# or equivalent programming languages, building new reports and features, troubleshooting defects, and supporting deployment across development, Quality Assurance (QA), and production environments. Responsibilities: + Maintain, troubleshoot, and enhance web-based applications using C# or equivalent programming languages, addressing functional deficiencies and implementing new features based on stakeholder priorities. + Develop, test, and deploy application components and reports across multiple environments (Development, QA, Production), ensuring stability and alignment with user requirements and funding scope. + Participate in code reviews and enforce software development best practices, ensuring maintainable, secure, and high-quality code across the development team. + Prepare and maintain technical documentation, including software design specs, annotated source code, deployment instructions, and release notes to support continuous integration and delivery processes. + Administer CRT and DT databases by managing schemas, tables, views, stored procedures, and triggers while ensuring alignment with business rules and long-term system architecture goals. + Design and implement database scripts to maintain structure, optimize performance, and ensure data integrity, including techniques such as materialized views and partitioning for high-volume datasets. + Create and maintain utilities for secure data imports/exports and ensure integration compatibility with external systems such as SCIP WebRoR, EFTS, including validation and transformation logic. + Design, develop, and support secure system interfaces through web services and file-based transfers, enabling automated and reliable data exchange with external systems and partners. + Collaborate with Defense Security Cooperation Agency (DSCA) and system stakeholders to manage configuration files, shared libraries, server components, and source code repositories for consistent and secure system operation. + Implement and manage a role-based access control system with administrative tools to define and enforce user permissions by country, case, and role, ensuring compliance with NAVAIR and DISA security policies. + Lead and support Agile Software Development Life Cycle (SDLC) activities, including project scope definition, sprint planning, backlog refinement, risk management, and coordination of development tasks in Azure DevOps (or equivalent). + Provide comprehensive weekly status updates—both written and verbal—to the Resource Manager, documenting progress, issues, and milestones across application development, integration, database management, security, and project oversight areas. + Other duties as assigned. Minimum Qualifications: + Secret Clearance + 2-4+ years of experience to include 1+ year of testing experience. + Bachelor’s degree in in Computer Science, Software Engineering, Information Systems, or a related technical field (or equivalent work experience) + IAT Level II certified. + Proficiency in C# (or similar object-oriented programming languages). + Experience developing, testing, and deploying applications across development, QA, and production environments. + Experience with relational databases, including stored procedures, triggers, and performance optimization. + Familiarity with database scripting, schema design, and data integration processes. + Experience working with web services and data transfer protocols. + Understanding of role-based access control and secure application design principles. + Experience using Agile development methodologies and tools like Azure DevOps, JIRA, or equivalent. This compensation range is specific to the State of Maryland and takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and delivery model. We would not anticipate that the individual hired into this role would land at or near the top end of the range, but such a decision will be dependent on the facts and circumstances of each case. A reasonable estimate of the range is $85,000.00 - $125,000.00 annually. You may also be eligible to participate in a discretionary annual incentive program, subject to the rules governing the program, whereby an award, if any, depends on various factors, including, without limitation, individual and organizational performance.
