Summary The Program Coordinator is responsible for the administrative aspects of the Workplace Violence Prevention Program at the HWWVAMC, including the Disruptive Behavior Committee (DBC), Employee Threat Assessment Team (ETAT), Prevention and Management of Disruptive Behavior (PMDB) Program, Disruptive Behavior Reporting System (DBRS), and the Workplace Behavioral Risk Assessment (WBRA). The WVPP ensures the clinical aspects of these programs function appropriately as directed by the VA WVPP program. Responsibilities Total Rewards of a Allied Health Professional Major Duties include but may not be limited to the following: Responsible for informing and writing policies, procedures, and program guidelines in the development, planning, operations, and continuous performance improvement of all components of the WVPP at the HWWVAMC. Adhere to service standards regarding matters of timeliness, accuracy, and compliance with procedures and quantity of work produced. Assure appointment and maintain a cohesive team of staff from a variety of disciplines and supervisory chains of authority to ensure targeted and evidence-based efforts to promote the safety of beneficiaries and personnel of the HWWVAMC. Collaborate effectively with the facility's Executive Leadership, VA Police, the VA Office of Inspector General, the national WVPP Office, and other key stakeholders on an ongoing basis. Responsible for coordinating the inter/multidisciplinary Threat Assessment Teams including the DBC and the ETAT. Demonstrate experience in leading diverse and interdisciplinary teams. Serve as the Co-Chair of the DBC and ETAT. Responsible for maintaining proficiency in current evidence-based behavioral threat assessment and management practice and overseeing the day-to-day business of the inter/multidisciplinary committee that reviews incidents of Patient-Generated Disruptive Behaviors and Visitor-Generated Disruptive Behaviors. Conducting and delegating behavioral threat assessments to inform recommendations for individualized risk mitigation strategies; consulting with VA Providers, clinical staff and DBC and ETAT members; informing and providing risk relevant clinical interventions in cases of disruptive or violent behavior history; providing and overseeing education to staff; providing timely and accurate responses to action items and recommendations made by the DBC; and ensuring ongoing training of team members in evidence-based threat assessment and threat management practice. Responsible for overseeing the day-to-day business of the inter/multidisciplinary committee that reviews incidents of Employee-Generated Disruptive Behaviors. Provide quarterly updates to Chief of Staff (COS), and provides Medical Center Governance communication updates through the HWWVAMC Quality, Safety, and Values Council biannually Provides oversight of the PMDB program Serves as a Facility Administrator for the DBRS. DBRS is a secure and facility managed web-based data collection site of disruptive behavior events occurring at VHA facilities. The Program Coordinator is responsible for collecting, quickly communicating, and managing disruptive incident information at the HWWVAMC main hospital, 4 CBOCs and CRRC Maintain primary responsibility for the development and implementation of all Standard Operating Procedures (SOP's) within the Workplace Violence Prevention Programs. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. You must be licensed or certified by a state to independently practice social work at the master's degree level. *Exception - For assignments at the GS-9 level, VHA may waive the licensure or certification requirement for persons who are otherwise qualified, pending completion of state prerequisites for licensure/certification examinations. VHA social workers who are not licensed or certified at the time of appointment must become licensed or certified at the independent, master's level within three years of their appointment as a social worker. See VA Handbook 5019 and Physical requirements as described below. Grandfather Provision. A Social Worker employed in VHA on the effective date of the qualification standard (9/10/2019) who did not meet all the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed, the following provisions apply: Employees may be reassigned, promoted up to and including the full performance (journey) level or changed to lower grade within the occupation but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions. Employees in an occupation that requires a licensure/certification/ registration only at higher grade levels must meet the licensure/ certification/registration requirement before they can be promoted to those higher grade levels. Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed on a temporary or permanent basis until they fully meet the basic requirements of the standard. Employees who are converted to title 38 hybrid status under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of re-entry to the occupation. Employees initially grandfathered into this occupation who subsequently obtain additional education and/or licensure/certification/registration that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. Grade Determinations: Social Worker (Program Coordinator), GS-13 Licensure/Certification. You must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Experience/Education. You must possess one year of experience equivalent to the GS-12 grade level. Examples of specialized experience include, but are not limited to: Serving as the sole practitioner in a specialty program and typically provide direct patient care services in the program area; oversees the daily operation of the program, develop policies and procedures for program operation, and prepare reports and statistics; may be responsible for the program's budget, developing and monitoring staff compliance with practice, standards and guidelines on documentation, workload, data entry, ethical practice and service delivery; provides analysis and evaluation of clinical program data and computerized programs to identify system-wide trends and needs to enhance the quality of service. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. In addition to the experience above, you must demonstrate the following Knowledge, Skills and Abilities: Skill in coordinating and implementing one or more specialty program(s), across the facility. Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. Knowledge of organizational structure and impact on program operations. Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. At this grade level, social worker program coordinators oversee the administrative and clinical aspects of a major specialty treatment program, such as, but not limited to: Post Traumatic Stress Disorder, Substance Abuse Treatment Program, Home-Based Primary Care, Mental Health Intensive Case Management, Caregiver Support Program or Transition and Care Management Program, or a combination of programs located at one facility or multiple divisions of a facility. They are responsible for coordinating interdisciplinary staffing, work assignments, budget, treatment services provided, and admission criteria for the program. The program coordinator may or may not have supervisory responsibilities. They have full responsibility for all phases of service delivery for a major specialty program. The program coordinator is responsible for the program's resource and fiscal management, monitoring control points developing the annual budget, operating within that budget, and accounting for appropriated funds. They are administratively responsible for the programming and operations of the program assigned, develop policies and procedures for program operation, and prepare reports and statistics for facility, VISN, and national use. Program coordinators provide leadership, direction, orientation, coaching, in-service training, staff development, and continuing education programs for assigned staff. They initiate and conduct program or service audits and complete designated clinical practice audits and reports, including productivity.
