In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. Formerly a part of the Department of Human Services, the new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024.

The Social Services Information System (SSIS) Business Section is seeking a leader with a passion for connecting practice, policy, and technology. This position exists to lead the strategic efforts of the operations of the Social Services Information System (SSIS), including leading the ongoing maintenance and development of the system, the supporting SSIS Business Operations Unit, the Tier 1 Support Help Desk unit, and the training unit. The incumbent will manage and supervise staff to achieve the objectives of the SSIS Operations Team, in partnership with MN.IT, while working collaboratively with the Comprehensive Child Welfare Information System (CCWIS) Supervisor and team on future transition planning, as new functionality is developed that interfaces with SSIS in the short and long-term.
Responsibilities include:
+ Lead and oversee a team of supervisors and daily operations to meet the goals of the SSIS User Support and Business Operations Units which include hiring, promoting, evaluating, and rewarding staff; addressing performance issues; assigning tasks; handling employee concerns; writing job descriptions; and ensuring labor contract rules are followed.
+ LeadthestrategiceffortsoftheDepartmentrelated to the development and maintenance of the Social Services Information System (SSIS), including supporting the work to evaluate user feedback alongside requirements from policy areas, and prioritize development efforts.
+ Collaborate with the Comprehensive Child Welfare Information System Supervisor on the planning and implementation of new CCWIS functionality that may interface with SSIS, as well as transition planning for the future of SSIS as it relates to rolling out new CCWIS functionality.
+ Alongside the CCWIS Supervisor and Enterprise Technology Manager, manage the teams through the transition of SSIS/CCWIS Modernization, and the evolution of the teams that will be necessary to support new functionality.
+ Serve as a primarily point of contact for partners across state agencies (MN.IT, DCYF, DHS, MHD) and local agencies as it relates to the ongoing maintenance and operations of SSIS.
+ Lead the strategic efforts of the Department related to the development and facilitation training and support for the Social ServicesInformationSystem(SSIS).
+ Engageandguidecounty,tribal, university and state partners in strategic planning, development and delivery of multi-level child welfare training for SSIS according to current best practices and research, and state and federal child welfare policy and Division priorities while ensuring alignment with training occurring through the Minnesota Child Welfare Training Academy related to child welfare practice broadly.
+ As a member of the Business Integration Division Leadership Team, provide other direction and support, as needed, to furtherthemission,visionandvaluesoftheSSISTraining and Business Operations Section, Department of Children, Youth, and Families.
**Minimum Qualifications**
*Leadership experience can include:
· Experience as a supervisor, lead worker, team lead, project lead;
· Completion of a State of Minnesota leadership program (e.g. ELI, L4);
· A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
o 1+ year of experience identifying issues, goals and strategic actions
o 100+ hours per year time commitment Experience working with SSIS or similar software program
**AND**
5 years of specialized experience with information systems for social services. Experience must demonstrate:
+ Understanding of the intersection between social services practice and IT systems
+ Experience with and/or understanding of system development
+ Exceptional human relations skills necessary to build relationships with a wide variety of professional colleagues throughout the public sector, resolve differences of opinion and address competing relationships, priorities and political agenda
+ Experience leading cross functional teams and managing people well in times of ambiguity and change
+ Understanding of social services, including funding streams and processes
+ Ability to advocate for business needs with vast array of IT and business partners
+ Understanding of the software development cycle, including the prioritization of enhancements across multiple feedback channels
+ Advanced communication skills in oral presentations and formal writing for contributing to presentations, information literature and reports, legislative proposals and editing the work of other professional staff
+ Ability to learn new skills and utilize various technologies, information resources and staff resources to research complex technical and network issues and communicate this complex technical information in a way that end user will understand
+ Ability to supervise leaders effectively, including ability to coach and develop supervisory staff, delegate tasks and workstreams, represent the team in enterprise-wide discussions, and support the day-to-day operations of the teams within the section.

**Preferred Qualifications**
+ Demonstration of data literacy and/or experience with data management
+ Experience or knowledge of agile product development
+ Experience leading user support teams responsible for technology support, training and mentorship for technology solutions
+ Knowledge of federal and state social services laws, statutes, and regulations related to child welfare.
+ Knowledge of the function and requirements of social services work in Minnesota in counties and tribes.
+ Experience managing internal and external relationships and resolving conflicts in a collaborative and constructive manner.
+ Variety of experiences working effectively with others from different backgrounds and cultures.
