For Project: Technical Assistance to the Energy Program (Wala Malawi)
The EU funded Wala Malawi TA supports the modernisation and industrialisation of the economy of Malawi and of the electricity sector by implementing the necessary reforms and promoting private sec-tor investments. The specific objectives of the project include i) enhance the governance of Malawi’s energy sector and ii) improve access to energy in Malawi.
DAI is looking to recruit Senior non-key expert 1 (SNKE-1) Feasibility Study Trainer & Regulatory Framework Advisor
DESCRIPTION OF THE ASSIGNMENT
Wala Malawi TA is seeking a motivated and detail-oriented Senior Non-Key Expert – 1 (SNKE-1) to join the project, with focus on compliance to the Regulatory environment. This role is crucial for supporting our initiatives in the energy sector, by developing an efficient operating compliance matrix for state and non-state actors.
The role is essential for achieving four specific outputs of the WALA Malawi project work plan which are:
(a) Providing training to EGENCO (and other market entrants / IPPs) in developing feasibility studies (Task 3.1.6), (b) Identifying the regulatory bottlenecks and assess the possible regulatory adaptations to allow private sector operators to develop power plants in areas not connected to the main grid (Task 3.1.7); (c) Developing the regulatory framework that will facilitate bilateral power sales agreements be-tween IPPs and mining operations, in particular in areas that serve the strategic common interests of EU-Malawi trade relations (Task 3.1.8) and (d) Catalyse the energy sector investments by centralising the coordination and promotion of IFI's (International Financial Institutions)The role is further also essential in the attainment of the pillar 4 of the Malawian energy compact which inter-alia considers
i. Develop leadership and management capacity building programmes to strengthen governance and decision making within key institutions while increasing vocational training for youth. ii. Support strategic private investments vide prioritization of fiscal support to prior identified high impact projects as well as enabling dollar denominated contractsTo this end, the ideal candidate will possess a blend of technical skills, attention to detail, and a strong understanding of Energy regulatory environment
The position is for a Senior Non-Key Expert – 1 to provide support to Training and Regulatory environ-ment assessment of the Malawi Energy Program / Wala Malawi project.
SPECIFIC TASKS AND ASSIGNMENTS

1. Skills identification and Training report - including training materials2. Regulatory gap assessment report and recommendations3. Report on the developed regulatory framework including monitoring & evaluation tracking tool4. Energy sector Investment catalytic reportEXPERT PROFILE
Qualifications and skills
MINIMUM REQUIRED QUALIFICATIONS:
Master’s degree (or equivalent) in Energy Policy, Energy technology, Regulatory Law, Economics, Engineering, Public Policy, or related fields.In lieu of a Master’s, a Bachelor’s degree with at least 10 years of relevant senior-level experience may be considered.General professional experience
Minimum 10 years of experience in energy sector development, regulation, or advisory roles, preferably in emerging or developing countries.
Specific professional experience
To meet the precise demands of the WALA Malawi assignment, the SNKE-1 should have demon-strated experience in the following:
1. At least 3 years of experience in institutional training, curriculum development, or adult learning programs in the context of energy or infrastructure projects.2. Energy Project Feasibility StudiesExperience in training or mentoring public or private sector actors (e.g., utilities, IPPs, or regula-tors) in preparing feasibility studies, covering:o Technical viabilityo Financial and economic modellingo Regulatory compliance and structuringo Environmental and social analysisFamiliarity with Malawi’s energy landscape and understanding of entities such as EGENCO, ES-COM, MERA, and the IRP/LCDP is a strong added advantage.Input: Up to 65 working days
