We are seeking a dedicated Site Safety and Health Officer (SSHO) & Quality Control Manager (QCM) to ensure compliance with safety protocols and quality standards on federal construction projects. The successful candidate will be responsible for managing all aspects of safety and quality control to achieve project objectives effectively and efficiently.
Responsibilities
+ Serve as the primary on-site safety officer with full authority to enforce compliance with the site-specific Accident Prevention Plan (APP).
+ Implement and manage all safety protocols in accordance with EM 385-1-1, OSHA, and project specifications.
+ Conduct and document daily safety inspections, hazard analyses (AHAs), and site audits.
+ Lead weekly toolbox talks and daily pre-task safety meetings.
+ Maintain safety records, certifications, incident logs, and training documentation.
+ Investigate and report incidents and enforce corrective actions.
+ Liaison with the government safety representatives on all safety-related matters.
+ Develop, implement, and manage the project’s Quality Control Plan (QCP).
+ Enforce the Three-Phase Quality Control System (Preparatory, Initial, Follow-Up) for all definable features of work.
+ Conduct preparatory meetings and inspections in coordination with subcontractors and government QA personnel.
+ Track and manage all submittals, material deliveries, test results, and as-built documentation.
+ Conduct daily quality control meetings and ensure subcontractor compliance with quality standards.
+ Coordinate with SSHO duties when quality issues impact safety or vice versa.
Essential Skills
+ U.S. Citizen eligible to work on federal installations.
+ Minimum of 5 years of verifiable federal construction experience in both safety and quality roles.
+ Current USACE Construction Quality Management (CQM-C) for Contractors Certificate.
+ 40-Hour EM 385-1-1 training certificate (completed within the last 5 years).
+ OSHA 30-Hour Construction Safety card.
+ CPR/First Aid certification from a recognized provider.
+ Proficiency in reading and interpreting contract documents, drawings, and specifications.
+ Familiarity with RMS/QCS and standard construction documentation practices.
Additional Skills & Qualifications
+ Degree in Construction Management, Engineering, or a related field.
+ CHST, CSP, or other industry safety certifications.
+ Previous dual-role experience on USACE or NAVFAC projects.
+ Knowledge of LEED, commissioning, or environmental compliance (if applicable).

The position involves collaborating with government safety representatives and subcontractors, requiring proficiency in various construction technologies and documentation practices. The work environment is dynamic, requiring flexibility to address both safety and quality issues as they arise.
Pay and Benefits
The pay range for this position is $95000.00 - $110000.00/yr.

Available 60 days after the first day of employment. Vacation and Sick Time: Vacation – you will accrue the equivalent of two weeks during each year of employment. The Employee Handbook governs the Vacation Time Cap. To be available for use after 1 full year of employment.Sick – you will accrue the equivalent of 7 days during each year of employment.
