SERVICES FINANCIAL/INVENTORY PLANNER

Job Summary:

Responsible for the development and implementation of financial plans including sales, inventory and profit. Accountable for monitoring sales and profit results and providing recommendations to achieve financial goals. Responsible for coordinating inventory flow to support merchandise and financial goals. Assist with analyzing business recommendations and strategies and actions proposed to drive sales, productivity and profitability for the Services cost and retail departments.

Duties and Responsibilities:

FINANCIAL PLANNING:
- Partners with services staff to develop, execute, communicate and maintain merchandise financial plans and strategies that support the objectives of a division/code.

- Develop the services fiscal financial budget goals working closely with the services buyer and services specialist.

- Responsible for the creation of financial plans for sales, inventory, markdowns and profit, at the group/location level.

- Determines category assortment guidelines and flow of merchandise based on open-to-buy needs and supply chain directives.

- Participates in the collaborative development of business strategy and growth initiatives.

- Manages the annual planning process for both cost and retail departments. To include product line performance, sales, inventory, receipt and margin goals.

- Owns the top-line financial plan and monthly forecast processes to achieve company financial and group objectives.

- Applies knowledge of services planning and analysis to perform monthly financial reviews. Identifies trends, potential growth opportunities, and areas of concern; develops and monitors action plans for the services groups to include ecommerce webstore.

- Responsible for the development, implementation and oversight of the order approval and open to buy process relating to sales and inventory for the services departments.

- Develops, implements, and performs analysis of special projects. Plans, prepares, controls, and completes management projects and related correspondence as it relates to the financial planning tools.

- Prepares communication to the field relative to sales, inventory, and gross profit analysis.

- Analyzes in-season performance to identify areas of risk and opportunity, and create plans to mitigate or accelerate.

- Recaps and analyzes actual sales results to plan; forecasts in-season sales and inventory on a weekly, monthly, and quarterly basis

- Responsible for supplying business analyses as well as actionable, sound recommendations to address business needs on a consistent basis

- Provides analysis and drives financial focus towards decisions and strategies that will deliver and maximize sales, margin, turnover and ROI goals.

INVENTORY PLANNING:
- Directs the distribution of goods to sales, profitability, inventory turnover and customer satisfaction across areas of responsibility.

- Determines proper ratio of DC, Store and pipeline inventory for all items; develops and modifies replenishment parameters as needed on all basic reorder items; ensures basic stock levels are consistent with approved planograms and store sizes.

- Partners with Forecast Analyst to review and adjust forecast parameters for seasonal and/or advertised items.

- Ensures featured product is in-stock at locations participating in advertising events.

- Considers overall health of the supply chain when making business decisions; Identifies and implements supply chain efficiencies;

- Actively participates in Supplier/Merchant meetings by communicating supply chain opportunities, concerns and successes, including collaboration on forecasted need.

- Proactively identifies cost saving opportunities with product distribution and partners with distribution and merchant teams to implement.

- Effectively communicates with internal and external customers to address in-stock and supply chain concerns or/and opportunities.

- Monitors aged inventory and identifies opportunities to mitigate risk, providing recommendations to the merchants for action.

- Ongoing review and maintenance of replenishment snapshot metrics to include POG Accuracy, NIS Causes and other related metrics.

- Uses Allocate System to purchase seasonal, fashion and promotional one time buys; ensuring accurate quantities and inventory levels meet sales demand at an item location level.

- Partners with Services specialist to determine supply chain for cost of goods departments and expense items.

BUSINESS ANALYSIS:
- Monitor and evaluate Open-to-Buy on a weekly basis; assesses risk and recommends action accordingly; prepares reports and actionable business analysis as needed.

- Identifies and challenges items that could have a negative impact on inventory and turn due to their low performance; Makes preventative recommendations and takes action to reduce aged inventory and ensure exit strategy is adhered to.

Work under the supervision of the Services Program Manager. Incumbent receives minimum supervision and carries out mission with a high degree of independence. Operates independently within the framework of NEXCOM policies, procedures and regulations. Exercises independent judgment and approach in routine and non-routine situations. Consults with supervisor on such issues as policy matters, deviations from normal procedures or unusual circumstances.

Performs other related duties as assigned.

The incumbent of this position must file a Financial Disclosure Report (OGE) Form 450, as required

A total of 6 years of experience, consisting of the following:

GENERAL EXPERIENCE: Three years of experience in professional, technical, or other responsible work which enabled the applicant to gain a knowledge of retail/services practices and demonstrated skills in system applications, operating procedures, financial management, purchasing and supply chain procedures, inventory processes, and the ability to analyze problems and recommend practical solutions using sound judgment.

OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE: One year of academic study above the high school level may be substituted for nine months of experience, up to a maximum of a four-year bachelor’s degree in business, merchandising, or a related field, or a combination of education and general experience equivalent to six years.

AND SPECIALIZED EXPERIENCE:Three years of responsible experience in inventory planning, financial planning, and allocation that demonstrated knowledge and application of the following:
• Procurement and replenishment practices, methods, and procedures
• Development and management of an open-to-buy system
• Creation and validation of financial plans and sales trends
• Preparation and forecasting of inventory projections, including strategy development to maximize sales and mitigate inventory risks
• Monitoring and maintenance of inventory levels, sales, and stock turns
• Review and analysis of sales, inventory, and gross profit trends
• Use of database and spreadsheet applications to support decision-making

This experience must reflect practical knowledge and ability in one or more operational or merchandising areas of non-appropriated fund or private sector retail management.
