Human Resource Contact: Rose Richardson 307-777-7966 ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level. + Receives, analyzes and responds in writing to inquiries from the public, other agencies an other entities that involve complex issues concerning the imposition of exemption of Wyoming Statutes and Department Rules, as directly applied to specific taxpayer scenarios. + Research and identification of the laws and rules as well as case law pertinent to inquiries. + Conduct research on a diverse range of industries in order to develop resource materials and curriculum for specific educational presentations. + Present instruction to industry, agencies, civic organizations, professionals, local governments as well as the general public. + Lead for section in the development of taxpayer educational materials. + Assist in the design of forms and questionnaires as necessary to facilitate the collection, recording, analysis and completion of survey information from taxpayers as requested by the Wyoming Legislature. + Research websites and other media sources of tax interest, searching for articles of significance to this division. + Research case law being developed in other states, and federal legislation with a Wyoming impact. + Research and track tax initiatives as voted on by the Wyoming citizens for changes in tax rates across the state and notification to vendors in accordance with Wyoming Statutes. + Maintain records of all State Board of Equalization (SBOE) cases involving the Excise Tax Division. Qualifications KNOWLEDGE: + Knowledge of statutes and rules that the division administers. + Knowledge of customer service, public relations and interpersonal communications. + Knowledge of specialized/technical research, examination, analysis and comprehension of state statutes.
