Key Responsibilities:

KBR is seeking a Senior Satellite Communications Analyst with experience in working cooperative programs with international partners to join our team in Alexandria, VA.

Provide expertise in developing, formulating & crafting and documenting partnerships between the U.S. Department of Defense and the Ministries of Defense of U.S. allies; in Satellite Communications planning, resource allocation, operational management and control using manual, automated or a combination of the two processes to provide capability to Warfighting units in performing analysis of the DoD SATCOM Enterprise and it’s the specific communications satellite constellations which contribute capabilities to it—U.S. military constellations, allied partner constellations, and Commercial constellations; in protected satellite communications systems and their employment to enable U.S. Nuclear Command, Control and Communications (NC3) capabilities; interfacing with key DoD SATCOM organizations including especially USSPACECOM, USSTRATCOM, NSA, and USSF program offices as well as terminal program offices across the military services on technical aspects; developing risk assessments, use analytical tools, assess impact/likelihood of program initiatives and funding decisions, and recommend Course Of Action (COA) mitigations

participating in senior level forums for SATCOM technical, programming and planning activities; and reviewing USSF Space Warfighting Analysis Center (SWAC) Future Force Design, Initial Capabilities Document (ICD) and Capability Design Document (CDD) recommendations and support business case analysis (BCA) and Analysis of Alternatives (AoA) activities to support development of future programs.

US Citizenship and an active TS/SCI clearance is required to be considered for this job.

Provide operations, sustainment, and engineering technical analysis and support for the full range of military, international partner and Commercial SATCOM capabilities and programs.

Required

12 or more years of experience in DoD, military service and/or Commercial SATCOM environments/ organizations

4 or more years of experience with the crafting and development of DoD-level policies pertaining to C3

3 or more years of experience serving as a Project Manager Required Skills: (types of skills required)

8-years related experience plus Master’s degree in technical discipline OR 12-years related experience plus Bachelor’s degree in technical discipline •

Operational experience with military communications, especially with military employment of satellite communications, including over UHF Follow-On (UFO), Mobile User Objective System (MUOS), Defense Satellite Communications System (DSCS), Wideband Global System (WGS), with the MilSTAR constellation of satellites and/or with the AEHF constellation of satellites

Familiarity with coordinating between OSD, Service and Joint (Joint Staff; Combatant Command) headquarters to develop recommended courses of actions to address SATCOM needs of the U.S. military

Experience with requirements traceability and system of system integration • Understanding of communications security requirements

Excellent verbal and writing skills.

Outgoing and able to develop relationships quickly both internally and with portfolio.

Ability to work both independently and in a working group setting.

Desired

Experience working with NATO or other, similar alliances in which the U.S. is an alliance partner

Experience in building and then executing international agreements with U.S. allies • Familiarity with the DoD’s Enterprise Satellite Communications Management and Control Reference Architecture and resulting development efforts

Previous experience within a major headquarters or DoD agency staff

Previous exposure to working with the DoD’s Planning, Programming, Budgeting and Execution Systems (PPBES) •

Previous experience with preparing, reviewing and navigating documents through the DoD’s (Joint Staff’s) Joint Capabilities Integration and Development System (JCIDS)

5 or more years of experience serving as a Project Manager

Experience working with Commercial SATCOM and the firms which provide Commercial SATCOM capabilities

Familiarity with the nuances of TRANSEC—including the application of TRANSEC techniques [or measures] to achieve established TRANSEC objectives

Familiarity with the Committee on National Security Systems and its various publications, including especially CNSSP 12 and 31 and CNSSI 1031 and 1200

Able to work with, and appropriately protect, classified and proprietary information

Able to work as team player on a mixed contractor-government team

Unflappable demeanor (keeps their cool under pressure)

Excellent attention to detail and strong communication skills (position requires direct contact with senior DoD leadership)

Proficient with using MS Office application programs including MS Word, MS PowerPoint and MS Excel

Experience using MS SharePoint
