Job DescriptionAECOM is seeking a talented Senior Regulatory Specialist and Project Manager for employment with the Natural Resources Group of the Oakland office. The Natural Resources group employs a staff of over 35 wildlife biologists, botanists, wetland specialists, and permitting specialists, and the team primarily supports transportation, utilities, infrastructure, and restoration projects.
Depending on the project assignment, the candidate could serve as a project manager, deputy project manager, task manager, or technical specialist for services involving site selection and linear routing, feasibility studies, regulatory permitting, and environmental compliance. Technical responsibilities of this position would include providing planning assistance to design teams for project development and strategizing permitting and environmental compliance approaches and solutions. Work will include collaboration with senior project managers and task leaders; client staff; and representatives from cities, counties, and local, regional, state, and federal agencies. The selected candidate will also function as a mentor to staff and manage client relationships.
Responsibilities may include but are not limited to:
Lead and support project and program efforts related to project siting, feasibility studies, regulatory permitting, and/or environmental compliance.Independently manage multi-disciplinary project teams to prepare studies and reports in support of project planning, environmental review, and permitting, such as Critical Issues Analysis, discipline-specific (e.g., biological, cultural) technical reports, and permit applications and documents pursuant to the Clean Water Act, Marine Mammal Protection Act, Coastal Zone Management Act, Endangered Species, and California Fish and Game Code. Provide document review and staff oversight and may act as primary author on select documents.Maintain and share up-to-date information on current regulations.Manage large-scale field efforts or compliance projects requiring adherence to permit conditions.Perform project management duties such as scope and cost estimate preparation, forecasting, tracking, accounting updates, invoicing, progress reports, and scheduling.Operate as primary point of contact for clients and resource agencies on projects.Perform client management duties such as recurring status meetings, milestone check ins, and day-to-day interfacing.Contribute to growth of practice through business development. Prepares or contributes to competitive proposals and participates in interviews for a variety of clients.Focuses on supporting career development of early career staff in the practice.About AECOM’s Environment Business Line

Minimum Qualifications:
Bachelor’s degree in environmental planning, biology, ecology, or a related field.8 years of relevant experience or demonstrated equivalency of experience and/or education in environmental project management and regulatory compliance.Valid driver's license is required and must be able to safely drive to job sites.Preferred Skills/Experience:
