Job Description

AECOM is seeking a highly talented and experienced Senior Regulatory Specialist/Program Manager to join our California Environmental Planning and Permitting department. This hybrid work opportunity is based out of our Oakland, CA office (a combination of in-office and remote work).

We work with a wide variety of clients planning, designing, and managing the construction of large- and small-scale projects for federal, state, and local agencies and the private sector. Therefore, the appropriately qualified applicant must be capable of providing high-level technical leadership and strategy for AECOM’s most complex and challenging projects and programs requiring regulatory permitting.

The Senior Regulatory Specialist/Program Manager must demonstrate a positive can-do attitude, be customer-focused, be a critical thinker and problem solver, and be ready to apply their skill sets to deliver innovative solutions that advance our client’s projects. The successful candidate will also have proven experience in business development and client relationship management and will function as a senior technical mentor to staff across the organization.

Responsibilities may include but are not limited to:

Guide regulatory permitting strategy for a variety of projects, including utility and transportation infrastructure, renewable energy, water resources, and federally funded projects.Oversee multi-disciplinary project teams preparing technical studies and reports in support of project planning, environmental review, and permitting, such as Critical Issues Analysis, discipline-specific (e.g., biological, cultural) technical reports, and permit applications. Provide document review and staff oversight and may act as primary author on select documents.Operate as primary point of contact for clients and resource agencies on projects.Represent AECOM in the market through industry events, client engagements, and conferences.Maintain and share knowledge and strategies related to programmatic permitting, including programmatic Section 7 consultations, for clients seeking to streamline federal review and approval.Provide input and help guide the preparation of habitat conservation plans under Section 10 of the ESA, and support innovative applications of such plans.Lead or support key pursuits and business opportunities with public agencies and the private sector, including maintaining client relationships.Provide advice, mentor, and enhance the professional development of other members of our team. Share technical knowledge, lead technical practice group, and provide the pathways for others to share their combined knowledge through technical team discussions.

Qualifications

Minimum Qualifications:

Bachelor’s degree in biology, ecology, environmental planning, or a related field.8 years of relevant experience or demonstrated equivalency of experience and/or education in natural resources regulatory and environmental project management.

Preferred Skills/Experience:

15+ years of demonstrated expertise in regulatory permitting and project/program management.Successful experience in marketing and business development efforts in pursuit of new projects and contracts.Strong network of and experience with public sector clients and resource agencies throughout California.Excellent problem-solving abilities, demonstrating an ability to communicate effectively with members of the project team, clients (in-person and virtually), and an ability to ensure performance of internal technical teams and subcontractors.Excellent written and spoken communication skills, organizational and time management skills, and flexibility to work on a multitude of diverse projects.Ability to work independently and demonstrate a high level of competence and experience in working with teams, clients, and subcontractors.
