This position serves our partners at the Bureau of Criminal Apprehension (BCA) within the Department of Public Safety (DPS). MNIT BCA provides comprehensive IT operations and support services, custom application development, and dedicated business-specific support functions for investigative and specialized law enforcement services. You will support an agency that partners with law enforcement, public safety, and criminal justice agencies to prevent and solve crimes.
As a Senior Project Manager, you will manage the development, enhancement, and retirement of complex information technology and business area solutions, systems, processes, and services. Specifically, you will manage and oversee large, complex BCA Minnesota Justice Information Systems (MNJIS) projects to maximize the availability, accuracy, and timeliness of criminal justice information and facilitate information exchange between data sources. Oversight of these projects includes conducting sponsor meetings, defining scope and project milestones, creating and monitoring schedules and work plans, status reporting, financial budgeting, risk and resource management.
**This position requires an employee to be onsite in St Paul, Minnesota up to 3 days per week/month, with the opportunity to work from a telework location on other days.**

This position requires a minimum of five (5) years of experience in performing IT project management functions.
Experience must include:
+ Managinginformationsecurity/infrastructureprojects including technical implementations, tool selection, and automation.
+ Strongunderstanding ofinfrastructurecomponents: datacenter,cloud,network, servers,database, middleware, storage, backups, end user technologies, audio-visual, printers, etc. OR strong understanding of enterprise architecture components (business architecture/capability mapping, data architecture, integrations, security, etc.)
+ Managing projects withScrumandKanban software development and technical teams.
+ Demonstrated achievements inprojectleadership, including planning, directing andimplementing complex projectsontime, within budget, and with desired functionality.
+ Experiencemanaging project budgets, finances, RFPs, contracts and vendors.
+ Ability to deliver effective verbalorwrittenmessages thatfacilitate amutual understanding onbothparties.
+ Customer service skills that include active listening, empathy,and problem-solving.
A master’s degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor’s degree substitutes for two (2) years, OR an IT related associate’s degree substitutes for one (1) year.
**Preferred Qualifications**
+ Project management experience acrossvarying technologies (spanning thecomplete spectrum ofITsystems, solutions, and processes to support and enhance foundational infrastructure,services, systems, and enterprise software applications).
+ Projectmanagement experience working inanenvironment withstrictregulatory, security, and compliance requirements suchas Law Enforcement or Criminal Justice systems.
+ Threeormoreyearsofexperience managingprojectsinvolving systemsdevelopment (includingcommercial andcustom software, hardware, and integration).
+ Abilitytoensure quality andconsistency across multiple projectsintheuseofproject planning, scheduling, scope,andrisk management, status reporting, change control, issues resolution.
+ Abilitytowork withadiverse team, resolve interpersonal conflict,motivate anddevelop teammembers.
+ Project Management Professional (PMP) Certification.
+ ITILFoundationCertification
