Senior Project Controls Specialist (Resource Planner)
Johnson Service Group (JSG) is a nationally recognized professional staffing firm, and we are recruiting for a Senior Project Controls Specialist (Resource Planner) to support a pioneering nuclear energy organization advancing small modular reactor (SMR) technology.
This long-term contract position (through 2026) will play a key role in developing and managing a comprehensive resource management program across a portfolio of large-scale nuclear projects. The role is based out of the Houston, TX office (Galleria Tower 1). Candidates in the Houston area who can attend the office weekly are preferred; remote candidates will be considered with a commitment to travel to Houston one week per month.
Contract Term: Through end of 2026 (40 hours/week)
Location: Houston, TX
Citizenship: U.S. Citizenship is required
Eligibility: Must be eligible to work under DOE 10 CFR Part 810
Position Summary
The Senior Project Controls Specialist (Resource Planner) works closely with the Portfolio Integration Manager, the Director of SMR Product Development, and Commercial Project Directors to manage resource planning across multiple projects. This role is responsible for developing and implementing scalable processes, data systems, and tools to align internal and external project resource demands, forecast needs, identify risks, and support long-term planning for successful project execution.
Key Responsibilities
Develop and implement a comprehensive resource management program for a portfolio of projects.
Provide project-level and corporate-level resource plans, forecasts, and periodic reporting.
Support Project Managers and Project Directors during planning and execution phases with resource demand analysis.
Translate future projects and change orders into forward-looking resource forecasts.
Create tools and standards for visualizing resource needs by discipline, organization, and skill set.
Lead reviews of supply vs. demand and coordinate issue resolution with functional managers.
Provide training to project controls teams and execution leads on resource management tools and processes.
Develop, update, and maintain Resource Management Plans for major projects.
Ensure adherence to quality standards including 10 CFR 50 Appendix B, 10 CFR 21, and ASME NQA-1.
Perform other duties as assigned.
Minimum Qualifications
Bachelor’s degree in Construction Management, Engineering, Project Management, Accounting, or Business Administration.
8+ years of experience in portfolio resource management supporting large, complex projects.
Strong organizational, analytical, and multi-tasking skills with proven ability to manage conflicting priorities.
Proficiency in Primavera P6 (mandatory) and Oracle Fusion.
Demonstrated experience with planning, scheduling, and resource management in large-scale industrial or energy projects.
Strong technical writing, reporting, and interpersonal communication skills.
Must be eligible to work under DOE 10 CFR Part 810.
Preferred Qualifications
Experience in the nuclear or highly regulated energy industry.
Familiarity with Last Planner® system or similar advanced planning methodologies.
Experience creating executive-level reporting dashboards for resource planning.
