Join our team as a **Senior Program Quality Lead (PQL)** supporting the FOS-2 program as part of Electro-Optical/Infrared Solutions (EOIRS) at our **McKinney, TX** location. In this role, you'll drive a robust quality culture, practices, and collaboration efforts. As the primary quality interface for customers and suppliers, you'll ensure the program meets all Quality & Mission Assurance requirements. This includes coordinating with functional Integrated Product Teams (IPTs) and overseeing contracts through all Raytheon Lifecycle Program Management (RLPM) phases, from design to production and sustainment. You'll develop and monitor quality metrics to drive continuous improvement initiatives, working closely with integrated teams to enforce process rigor. Working as part of the QA Team, conducting day to day Quality Assurance activities whilst engaging with key stakeholders across the organization. The PQL will be responsible for ensuring reviews and assessments of program performance are performed, including technical assessments of systems, lessons learned, technology, and programmatic (cost, schedule, and risks and/or defects) practices assuring Quality management System (QMS) processes are defined and implemented. **This is an onsite position located in McKinney, TX.** **What You Will Do:** + Serve as a member of the FOS-2 Program team, ensuring successful program performance, deliver conforming products/services through effective collaboration and compliance to processes and procedures. + Engage on both strategic and tactical levels, focusing on quality, cost and schedule performance, early engagement, influencing and providing differentiating quality value to program teams and customers. + Plan, conduct and oversee Internal Audits to aid Raytheon’s Certifications and act as program representative during External audits. + Develop partnerships with program and production managers, IPTs, and other functions to drive issue resolution and implement improved processes. + Develop and implement strategic and tactical Quality and Mission Assurance plans that will directly affect the program’s execution and influence. + Generation of new CORE (Customer Oriented Result and Excellence), CoPQ (Cost of Poor Quality) projects to reduce costs/increase efficiency of the FOS-2 program. + Review and approve changes to the technical data package, assign actions when necessary and complete actions in a timely manner when assigned. This includes but is not limited to: Peer reviews, Engineering Review/Change Control Board (ERB/CCB) and/or Design reviews. + Ensure all development hardware (Engineering, Proof of Design and Proof of Manufacturing) are appropriately documented in the quality history records and align to quality and customer requirements per the program quality plan. + Oversee Quality Working Groups to diagnose and mitigate product non-conformities identified internally and externally driving RCCA and Non-Conformance Management to conclusion. + Implement Advanced Product Quality Planning (APQP) in accordance with AS9145, as applicable. **Qualifications You Must Have** **:** + Typically requires a Bachelor’s Degree in Science, Technology, Engineering or Mathematics (STEM) and eight (8) years of Quality engineering experience in the following areas; + Work and/or auditing experience in the following areas; + Quality Management Systems such as IS0 9001, AS9100, AS9102, and/or AS9145 + Failure and root cause analysis, corrective and preventative actions. + Providing technical program support for manufacturing and/or design processes. + Using quality tools, such as Pareto Analysis, cause/effect diagrams, and process mapping. + Translating external and internal requirements and command media. + Performance to cost, schedule, and technical performance including Cost Accounting Methodologies (Earned Value). + Technical data package review (TDP) and document repository. + Active and transferable Secret U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance **Qualifications We Prefer** **:** + Six Sigma Lean, CORE, or American Society for Quality (ASQ) Certifications. + Work experience using descriptive statistics and statistical control methodologies. + Work experience using PFMEA, SPC, Control Plans, and Process Capability Assessments. + Experience with one or more of the following: Electro Optical/RADAR systems, manufacturing of electrical systems and testing, and electrostatic discharge (ESD) requirements, CCA manufacturing to IPC/EIA JSTD-001, Class 3 + Past or present member or chair of Material and Failure Non-Conformance Review Boards (MRB/FRB) + Experience establishing customer relations and communications processes. + Earned Value Management System (EVMS) certification, experience with Earned Value Management, Cost Account Management, and Risk and Opportunity Management. + Experience with Integrated Product Development System (IPDS) or similar gate management processes. + Experience applying Government Quality Requirements and Standards including aerospace, commercial, defense, and space industries. + Experience driving successful performance of major subcontractors, suppliers and/or IOTs + Experience in contract flow and compliance. + Experience with factory systems and software (e.g. PRISM, SAP, Windchill, RCAS, Microsoft Office Access and Project) + Previous experience interacting with systems engineering, reliability and system safety requirements. The salary range provided is a good faith estimate representative of all experience levels.
