**Job Summary:**
In support of this, Raytheon Saudi Arabia (RSA) has established a strategy that includes identification of indirect and direct localization and offset projects to fulfill industrialization participation agreements entered in with the General Authority for Military Industries (GAMI) and gaining approvals of associated project plans to enable future contract awards in Kingdom of Saudi Arabia (KSA). To that end, Raytheon has established a long-term industrialization strategy for localizing GEM-T production and sustainment within the Kingdom of Saudi Arabia (KSA).
The Global Industrialization team is seeking a **GEM-T Industrialization Program Manager** to lead the implementation of the Guidance Enhanced Missile – Tactical (GEM-T) localization projects and will report to the Raytheon Saudi Arabia (RSA) Deputy Manager Director who is responsible for the Localization and Offset Portfolio for Kingdom of Saudi Arabia (KSA).
In this role you will establish and implement new and tailor current processes, and recommend necessary project management resources and resources, to enable the effective planning and implementation of the GEM-T projects. You will work closely with functional resources in Kingdom of Saudi Arabia (KSA), Middle East and North Africa (MENA) Region and US based mission areas to optimize project follow through results.
**Responsibilities** :
+ Responsible for the results and performance of the GEM-T industrialization programs that enable Raytheon Saudi Arabia (RSA) to fulfill its Industrialization Participation Agreements associated with GEM-T contracts
+ Form a close working relationship with the Raytheon Saudi Arabia (RSA) IAMD Program Execution Team Localization / Offset team, RSA global supply chain team, RSA Finance Team, and the Raytheon Land & Air Defense Systems (LADS) Mission Area GEM-T product organization.
+ Develop a working relationship with Kingdom of Saudi Arabia (KSA) Agencies: General Authority for Military Industries (GAMI) & Saudi Arabian Military Industries (SAMI), military end user community, local KSA suppliers, and various stakeholders.
+ Provide direction and guidance to the program team.
+ Implement monthly Program Management Reviews with key stakeholders to communicate status of ongoing projects.
+ Implement the plan, provide governance, and lead risk management for the Kingdom of Saudi Arabia (KSA) GEM-T industrialization projects.
+ Facilitate results by governing and maintaining the programmatic and performance management policies, plans, program controls and procedures needed for program implementation.
+ Manage and implement project management activities to ensure contract and subcontract requirements are delivered on-time and within budget ensuring effective and efficient risk management, production, quality assurance, and schedule controls.
+ Secure Raytheon Saudi Arabia (RSA)’s commercial position and deliver the appropriate financial return from programs; Identify, establish, and mentor Kingdom of Saudi Arabia (KSA) suppliers as necessary to support program implementation results and long-term goals.
+ Establish and maintain effective relationships with a broad range of stakeholders including managers, customers, and key partners and suppliers whether in the United States, Kingdom of Saudi Arabia (KSA) or other international locations.
+ Lead, guide, and mentor project staff to develop and enhance business, financial management, and project management skills for local Saudi Nationals and other team members for the purpose of improving inter and intra team collaboration which supports capability and capacity growth across the team.
+ Facilitate continuous improvement, by the design, development, and implementation of project goals to create efficiencies across the team.
+ Support the coordination and development of industrialization concepts and proposals, supporting negotiation of industrialization agreements, establishing strategic industrial partnering agreements, and coordinating associated supply chain arrangements.
+ Involvement in the Raytheon Saudi Arabia (RSA) MENA Localization / Offset Planning and development activities including alignment with the US Global Sourcing Plan and preferred supplier capability in region.
+ Responsible for coordinating with Integrated Supply Chain (ISC) for the effective implementation of the supplier base.
+ Act in accordance with the company’s Code of Conduct relating to professional organization behavior, maintaining confidentiality, health, and safety standards.
**Qualifications You Must Have:**
+ Typically requires a university degree or equivalent experience and minimum 10 years prior relevant experience, or an advanced degree in a related field and minimum 7 years experience.
+ Experience with Subcontract Administration, Program Management, Operations, or Integrated Product Teams.
+ Experience with export / import regulations, Direct Commercial Sales (DCS), and FAR / DFAR.
+ Experience in program planning, budgeting, and tracking to cost and schedule.
+ Experience with current manufacturing systems and processes.
+ Experience in developing a project team including members from engineering, operations, integrated supply chain, and/or quality.
+ Experience with implementing Earned Value Management Systems (EVMS) and Risk and Opportunity Management.
+ Demonstrated knowledge of Integrated Product Development System (IPDS).
**Qualifications We Prefer**
+ Advanced degree or MBA or similar advanced degree desired.
+ Project Management Certification (PMP)
+ PMX IMPA level 4 Certification or equivalent.
+ Experience managing the implementation of OCONUS offset and localization programs.
+ Experience managing international subcontracts.
+ Experience working with multiple stakeholders in the MENA region.
+ Experience developing globally dispersed teams.
+ Understanding of specific technologies applicable to relevant domains.
+ Excellent ability to lead by guidance and collaboration.
