The mission of the Colorado Energy Office (CEO) is to reduce greenhouse gas emissions and consumer energy costs by advancing clean energy, energy efficiency, and zero emission vehicles (ZEV) to benefit all Coloradans. We do this by developing and implementing highly impactful policies and programs, establishing Colorado as a leading state for climate action.
A critical strategy to reduce emissions in Colorado is electrifying the transportation sector - cars, trucks, buses, and bicycles. Colorado has the fifth highest market share for electric vehicles (EVs) in the country, but we have a long way to go to reach our goal of 940,000 EVs on the road by 2030. To achieve this aggressive goal, we provide direct funding for installation of charging stations across Colorado, so drivers can get anywhere in the state in an EV. We support incentives to purchase an EV, we advocate for improved electricity rates that make it cheaper to own an EV, and we provide education and technical support to consumers and fleets on the environmental and financial benefits of EVs.
Thanks to State and Federal legislation, Colorado has received a significant amount of funding to accelerate transportation electrification. This presents a unique opportunity for the successful candidate to use this funding to make real and measurable change. This position will be part of the Infrastructure Team, a subset of the Transportation team, which is leading development of a statewide charging network, making it easier for Coloradans to go electric. The position will work closely with team members to scale up existing grant programs while looking for ways to innovate in order to remain responsive to a rapidly evolving electric vehicle market. This position will primarily focus on the Flee-ZERO program, a successful and impactful charging infrastructure grant program implementing both State and Federal funding. The position will also be responsible for participating in other charging infrastructure grant programs offered by the Energy Office in various capacities.

Starting Salary Range: $87,000.16 - $94,000.14 Annually
*This position is eligible for a hybrid and/or remote working arrangement. Hybrid positions are expected to be present at the office location for no less than one day per work week.

Program Management:
+ Manage the Fleet-ZERO grant program including administering requests for applications, application evaluations, award notifications, contracting, and grantee management. Monitor grantee performance and deliverables, ensure successful completion of projects, and manage project close-out.
+ Develop annual work plans that include evaluation of previous fiscal year, market sector goals and barriers, strategies to achieve each goal, and corresponding budgets.
+ Manage program contracts including procurement and contracting, review and approve deliverables and invoices, monitor contractor performance, and ensure adherence to state and federal funding requirements.
+ Track and regularly report on program budgets including all contractor and program-related expenditures.
+ Promote data-driven decision-making through the collection and application of program data; evaluate program outcomes and propose improvements to the Unit Director as needed to support the annual strategic planning process and achievement of unit goals.
+ Coordinate with members in the Unit on strategic program outreach and policy development.
+ Ensure compliance with state and federal funding requirements..
+ Assist in development of programming and engagement strategies that ensure CEO’s transportation initiatives are equity-centered and increase access to and benefits of EVs and charging stations for those living in disproportionately impacted communities.
+ Conduct research, stakeholder engagement, and regular program evaluation, and develop a thorough understanding of other resources and programs, and use to refine CEO’s programs as needed in order to remain responsive to changing market conditions.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Minimum Qualifications:
+ Bachelor’s degree in a related field.
+ Minimum of 5 years professional experience in energy or transportation related program management with at least 3 years of direct program management.
+ Knowledge of electric and zero emission vehicles and charging/fueling infrastructure programming required.
+ Strong time management and organizational skills.
+ Strong written, oral, and presentation communication skills.
+ Demonstrates a high level of initiative as well as the ability to work both independently and in a team environment.
+ Excellent computer skills including the Microsoft Office and Google suite.
Preferred Qualifications:
+ Master's degree.
+ Preferred program management experience to include managing grants and grant-funded programs, project and contract management experience, developing and tracking budgets, and tracking and reporting.
+ Preferred experience developing and implementing an EV education and awareness campaign or program.
