Parsons is seeking a dedicated Senior Procurement Manager to support our growing team in Boulder, Colorado! In this constantly growing and expanding laboratory environment a multifaceted Senior Procurement Manager is a necessity to drive daily operations. From concept scoping to budgeting, quoting, procuring, tracking, receiving, logging, auditing and inventorying, your workday will never be slow or boring.
The program vision is to serve as a research and development incubator for new and innovative remote sensing algorithms, user interfaces, and data analytics to serve the objective to exploit OPIR data from the legacy systems to produce actionable information in support of the battlespace awareness/technical intelligence (BA/TI) mission as well as other emerging mission areas (e.g. civil and environmental).
This role is onsite in Boulder Monday-Friday, regular business hours.

What You'll Be Doing:
Determining supply needs and researching potential vendors and suppliers. Acting as a liaison and communicating pricing and performance needs to internal teams, vendors, and suppliers. Sourcing suppliers or working with Parsons corporate procurement to source them. Documenting the features and benefits of products and services. Preparing Rough Order Magnitude materials lists and costs for budgeting purposes. Preparing Bills of Materials and tracking the quote from order through the process of receipt. Preparing cost-benefit analysis reports for review by Program Management. Negotiating favorable procurement contracts with selected vendors and suppliers. Documenting processes and generating monthly supply cost reports. Monitoring the company's demand for products to avoid supply shortages. Keeping abreast of vendor and supplier-related activities in the industry. Inventorying, auditing, and preparing incoming equipment requests. Inputting procurement information into a configuration management control system and ensuring JIRA Assets Database system is continuously maintained and up to date. Reviewing supplier and internal procurement organization performance using captured data and metrics. Acting as a courier for government supplies and internal mailers. Ensuring program hardware and software systems remain operational through continual management and renewal of all hardware and software licenses, entitlements, and supportEnsuring ODC budgets and procurement requirements for all programs and projects are accounted for and are accurately being forecasted and trackedCompleting daily logistics tasks of material receipt (in the Deltek Costpoint system), delivery, and invoicing Managing and mentoring junior Procurement and Logistics Specialist
What Required Skills You'll Bring:
Active DoD Secret security clearance, with the ability and willingness to obtain/maintain a Top Secret with SCI access. 10+ years of procurement analysis experience in a related industry. Proficiency in electronic procurement and analytical software. In-depth business management, supply chain, and strategic sourcing knowledge. Advanced analytical skills. Exceptional negotiation skills. Excellent interpersonal and communication skills. Familiarization with MS Toolset including Outlook, Powerpoint, Excel, and Visio. Experience with JIRA Assets database or similar software.The ability to lift 40 pounds unassisted is a requirement. The ability to navigate a pallet truck. The ability to rent and drive a 16-foot box truck.What Desired Skills You'll Bring:
