The Vancouver Fraser Port Authority is an

The **seniorprocurement advisor** works collaboratively with VFPA departments as a
business partner to conduct informed decisions on expenditures. This
partnership model extends to suppliers who become strategic partners in the
department’s objective to deliver the best value, minimize risks, introduce
innovation, and achieve the best results. Responsibilities include developing
and maintaining key supplier relationships, driving value for money and
monitoring ongoing supplier performance, as well as coordinating efforts
between internal stakeholders and suppliers’ account teams to achieve procurement
objectives and maximize commercial outcomes. The position will also develop and
deploy effective approaches to strategic spend management while utilizing
procurement tools to maximize cost reduction, reduce risk, and ensure fairness
and transparency. This includes implementing sourcing strategy, leading competitive
procurements, negotiating, drafting, issuing and administering commercial
contracts.
**What you do:**
+ Builds and maintainscollaborative business partner relationships across various department levelsand brings together procurement and internal stakeholder objectives.
+ Develops, recommends andimplements sourcing strategy by use of market intelligence, data analytics andbusiness requirements.
+ Recommends and leads allaspects of the multi-faceted competitive procurement process for large andcomplex acquisitions, which includes evaluation and selection of preferredsuppliers.
+ Supports the development andmanagement of supplier performance including key performance indicators,supplier business reviews, reporting and communicating supplier scorecards forstrategic engagements.
+ Develops negotiationstrategies and plans, as well as communicates, facilitates and leads thenegotiation process on behalf of departments, as appropriate.
+ Consistently delivers valuefor money and proactively identifies incremental savings opportunities acrossmultiple departments.
+ Utilizes analytical tools andtechniques to analyze and interpret a wide range of supplier and organizationalinformation and options to support procurement planning and decision making.
+ Utilizes subject matterexpertise to apply risk and compliance checks when analyzing supply contracts.
+ Identifies appropriatesuppliers to fit departments’ business objectives, as well as identifiesopportunities to optimize the supply base for incremental benefits.
+ Works closely with Legal onkey contracts, including negotiation of contract terms and conditions, contractexecution, deliverables measurement and monitoring, deficiency reporting andresolution, change controls, payment approvals, and other tasks as required.
+ Recommends, develops,coordinates, implements and maintains related processes and procedures,policies and directives to maximize procurement efficiency and effectivenessacross the organization
**What you bring:**
+ University degree in businessadministration or another acceptable degree.
+ Must have a minimum of 5 yearsof senior level experience recommending, leading and problem solving allaspects of the competitive procurement process for complex multi-million-dollaracquisitions; bargaining complicated business terms that mitigate contractualrisk and generate appropriate cost savings; improving stakeholderrelationships; creating solutions to challenging supplier/contract issues; andimproving supplier performance outcomes.
+ Must also have significantmulti-category experience including significant experience developingprocurement strategy using data insights, improving business processes,communicating procurement policy, and working knowledge of relevant contractterms and conditions.
+ Considerable consulting andconstruction category experience, and completion of the Supply Chain ManagementProfessional (SCMP) designation, or equivalent, are strong assets.
+ Must have proficiencyinterpreting spend analytics, including proficiency in MS Office Suite.
+ Must have working knowledge ofprocurement related software or ERP systems.
