Job Description
Background/IRC Summary:The International Rescue Committee (IRC) is a private, non-political, non-profit, and non-religious organization. For over 90 years, we have been providing humanitarian assistance to communities affected by conflict and natural disasters in more than 40 countries. Since 2008, the IRC has been active in Myanmar, delivering humanitarian assistance in areas such as health, protection, water, and sanitation, specifically targeting families impacted by conflict and natural disasters.
Job Overview/Summary:Under the supervision of the Deputy Director- People and Culture (DD-P&C), the Sr. People and Culture Manager (Operations) shall manage the provision of Human Resources services, policies, and systems in recruitment, HRIS, compensation & benefits and HR reporting. S/he will conduct staff recruitment for the IRC programs in transparent, timely and consistent in compliance with IRC Global and Myanmar HR policies and national labour laws.
Major Responsibilities:
Workforce planning
+ Under the guidance of DD-P&C take an active role in workforce planning for the Myanmar Country program and support with:
+ Determining workforce demand and supply.
+ Identifying resource and proficiency gaps, analyze the gap, and develop/modifying Workforce Plan to address the gaps.
+ Initiating Activities Required per Workforce Plan.
+ Focal for update Organization structures
Recruitment & Selection
+ Responsible for leading all the steps of the recruitment cycle in line with IRC Talent Movement Framework and HR Best Practices.
+ Support and oversee to field HR(s) for all recruitment process.
+ Responsible for exploring and recommending new sourcing methods to attract more active, passive and diversified candidates.
+ Support the hiring manager with the identification of the position requirements, elaboration of the job description and job positioning in the salary scale.
+ Responsible to advertise and source the candidates via appropriate channels.
+ Working along with the hiring managers, screen candidates’ applications according to the pre-agreed criteria.
+ Carry-out the HR Interview and recommend the way forward to each candidate.
+ Guide the hiring manager with the selection of the best candidate.
+ Prepare employment offer letter and follow-up with unsuccessful candidates.
+ Documentation:responsible for maintaining recruitment and selection panelists’ agreement interview notes and administrative records for each filled post.
+ Job applicant/candidate enquiries:listening to grievances of candidates, facilitate and follow-up of applicant/candidate requests and implementing timely feedback and communication protocols.
Internal Mobility
+ Responsible for handling internal mobility for the Myanmar Country Program in compliance with IRC Mobility Guidelines and organizational Best Practices.
+ Identify and contact internal candidates for vacant or new positions or be the focal point for internal candidates’ expression of interest.
+ Screen and interview candidates according to criteria established by the hiring manager
+ Prepare employment offer letter.
+ Close the mobility and transfer the file to the HR Officer for contract and staff transfer.
Monitoring and Reporting
+ Regularly assess the legal environment to ensure the recruitment and mobility are aligned with national legal requirements and advise when changes in policies or practices are required.
+ P&C Operations Record Tracker monitoring, produce monthly reports on tracking metrics as required on recruitment, Change of Status, Separation, Leave, Timesheet, ISC), collecting from field HR Officers.
+ Responsible for monitoring P&C Operations Record Tracker, gathers information from HR Officers, and generates monthly reports on the required tracking metrics related to recruitment, Change of Status, Separation, Leave and Timesheet.
+ Regularly updated staff movement tracker
+ Coordinate with DDP&C the Preparation and submission of monthly HR metrics report and Myanmar report to the regional office.
Compensation & Benefits
+ Maintain and update the Human Resources Information System at all the times to make sure staff data is current and updated.
+ Coordinate with Finance and Supply Chain team for staff charging codes, tax, and other deductions such as transport, communication etc., and process monthly payroll.
+ Participate in salary surveys and work with the HR Lead and HQ for the data analysis to review and update the salary scale as per policy.
+ Maintain all staff medical insurance and timely ensure new hires to ensure they have medical coverage from day one.
+ Ensure current as well as new staff enlisted into life insurance.
+ Ensure staff listing update with Employee Benefits Plans and process any claim for staff reaches up to the age of benefit eligibility as per policy.
+ Ensure keeping staff leave benefits and provide data when needed.
+ Conduct survey and liaise with HR staff in other organizations for Cost-of-Living adjustments and salary increments to review and ensure market competitiveness.
+ Coordinate with field HR representatives and process final settlement for the staff leaving at the IRC.
General
+ Conduct all staff orientation on a regular basis on life and medical insurance and serve as focal point for staff issues and work together with insurance company to resolve staff concerns.
+ Coordinate with the Sr. People and Culture (People Experience) to organize the monthly orientation for new employees, which includes new staff onboarding, internal mobility or promotions, TTA, and international staff.
+ Adhere to Confidentiality of organization matters.
+ Perform other related duties as assigned and modified at supervisor’s discretion.

Qualifications
Education:
+ Bachelor’s degree in business related course, international relation, social sciences.
+ Professional HR training and certification.
Work Experience:
+ At least 5 years of work experience in Recruitment, Compensation & Benefits and HR reporting, preferably with International NGOs and UN.
+ HR professional having experience of recruitment and placement skills of staff, management of hire packs, and staff compensation & benefits plans.
Demonstrated Skills and Competencies:
+ Strong skills in recruitment and compensation & benefits management.
+ Excellent management, interpersonal and negotiation skills and a demonstrated ability to promote harmonious/cohesive teamwork, in a cross-cultural context
+ Demonstrable ability to plan long-term, organize priorities and work under administrative and programmatic pressures with detail orientation and professional grace
+ Proven sense of professional discretion, integrity, and ability to manage complex HR situations diplomatically and to effective resolution
+ Ability to demonstrate a supportive and consultative approach with direct reports and staff at senior and junior levels
+ Very strong proficiency in MS Word, Excel, Outlook and PowerPoint is required
+ Previous experience of HRIS, payroll and reports
+ Ability to plan, multi-task and manage time effectively
Language Skills:Have fluent spoken and written Burmese and English
Others:Willingness to travel outside Yangon to field sites under demanding conditions.
