Position OverviewQinetiQ US is seeking an Operations Research Analyst to support the rapid development of technical projects and prototypes for the Department of Defense (DoD). The Operations Research Analyst will work within the Office of the Secretary of Defense and across the DoD to help decision-makers solve complex problems with a focus on identifying impactful capabilities that can be delivered quickly to the field
Responsibilities Successful candidates should be proficient in DoD Acquisition lifecycle with experience in operational analysis across multiple domains Familiar with the DoD Research, Development, Test and Evaluation ecosystem and lifecycle Develop strategic and technical plans that blend technology and concepts of operation (CONOPS) to produce innovative capabilities to satisfy warfighter needsEvaluate proposed capabilities and provide recommendations for potential kinetic and non-kinetic analysis and projectsAnalyze innovative concepts utilizing Government furnished models and conduct red- teaming of proposed concepts to meet programmatic decision milestonesAssess proposals for research and development (R&D) efforts, prototypes, demonstrations, and field trials to determine the technical merit of proposed objectives and methodologiesResearch and support Government activities including procurements, schedules, technical risk assessments, user impact assessments, and technology/system transfer effortsProvide routine administrative support to a RDT&E Program Manager including but not limited to scheduling industry days, coordinating with vendors to develop performance work statements, concept of operations, integrated master schedules etc. Guides and supports acquisition management of current and future projects, including the total cost, schedule, and performance.Provides critical support in multi-disciplinary, multi-agency integrated product team of professional acquisition personnel across multiple sites nationwide.Leads development of acquisition products and materials in support of transition and transition partner Milestone Decision Authority gates.Routine administrative functions as required, scheduling, meeting prep, after action reports, escorting etc. Special projects as desired Required Qualifications TS/SCI-Eligible - Currently hold an active TS/SCI or have held an SCI and have been debriefed in the last 24 months; #qinetiqclearedjobBachelors in Engineering, Physics, Statistics, Computer Science or ScienceMinimum of 15 years of program management, operational, and analytical experienceService Level Acquisition Experience requiredOperational Analysis Experience in multi-domains preferred Proficient in program management, systems engineering, and an in-depth knowledge of one or more of the following: (1) Long range fires; (2) Data science, artificial intelligence, deep learning systems, Autonomous systems; (3) Long range weapon kill chains; (4) Communications, networking, inter-networking in communications denied environments; (5) CyberProficient in MS PowerPoint, excel and/or other equivalent program management tools.Excellent communication skills, ability to work in a team environment, and be independently motivated.Travel up to 10% of the time to CONUS and OCONUS locations (Alaska, Hawaii, UK and EUROPE) #LI-ONSITE Preferred Qualifications Acquisition or government program management experience highly desiredExperience in Special Access Programs (SAPs) and Space Based programsMaster’s degree Company EEO Statement
