Under the supervision of the MEAL Manager, the Senior MEAL WPE Officer is responsible for overseeing regular process monitoring, conducting timely data quality checks and audit, and ensuring the availability and proper use of data collection tools across projects related to their specific sector. The role includes maintaining and regularly updating the Indicator Performance Tracking Table (IPTT)/Program Indicator Dashboard (PID) and ensuring relevant program indicators are integrated into project MEAL systems to track contributions toward broader program objectives.
The Senior MEAL WPE Officer will manage indicator databases for IRC and ensure that project data collection systems are tailored to the sector's needs. The Senior MEAL WPE Officer must develop a strong understanding of program components, activities, and donor reporting requirements, and review and consolidate data from multiple databases (including partners databased) and report on indicators on a monthly basis.
As required, the Senior MEAL WPE Officer will design assessment tools in collaboration with relevant sector’s lead, train and supervise enumerators, and coordinate assessments. In addition, the Senior MEAL WPE Officer will be responsible to the partners related to their sector, including providing support with design and implementation of data collecting tools, support data analysis, participating in monitoring visits and/or data quality audits, and providing tailored capacity building activities to partners’ MEAL focal points.
The role reports directly to the MEAL Manager and provides regular updates to the Senior MEAL Coordinator. In addition, the role requires regular communication and collaboration with the Partnership Managers.
KEY RESPONSIBILITIES
Monitoring, Reporting, and Data Management
•\tMaintain and regularly update internal program databases to ensure timely and accurate data entry and storage.
•\tSupport development and regular updating of project-specific dashboards, monitoring reports, and PCM tools (Log-frame, IPTT, MEAL activity plans) in collaboration with the MEAL Manager.
•\tConduct monthly monitoring through field visits to inform management decisions; provide timely updates on activity implementation progress.
•\tInput data into coordination tools such as 5Ws, Activity Info, and other required templates for reporting to working groups and coordinating bodies.
•\tConduct Data Quality Audits and flag data collection issues to relevant managers to resolve systemic problems and ensure data integrity.
•\tAnalyze quantitative and qualitative data to identify trends, challenges, and opportunities, and share findings with program teams for adaptive management.
•\tEnsure adherence to data protection protocols and confidentiality standards in line with organizational and donor requirements.
Evaluations and Assessments
•\tLead the implementation of Post-Distribution Monitoring (PDM) surveys for sector-specific distributions, including tool design, training, field implementation, and reporting.
•\tCoordinate with sector leads, sectorial implementing partners, and relevant coordination bodies to ensure alignment of assessment methodologies and data use.
•\tSupport the planning, design, and execution of large-scale assessments, including Multi-Sector Needs Assessments (MSNAs), baseline and endline evaluations, intersectional assessments, and other operational research activities.
•\tEnsure evaluation tools are appropriate and inclusive, and that findings are presented in a user-friendly and actionable manner for internal and external stakeholders.
Learning
•\tContribute to the documentation and analysis of end-of-project reviews, after-action reviews, and best practices.
•\tOrganize and facilitate quarterly Lessons Learned workshops; synthesize and disseminate key insights to inform future programming.
•\tWork closely with the MEAL manager, Senior MEAL Coordinator, program and technical teams to integrate lessons learned into proposal development, and strategies.
•\tMaintain a centralized sectorial knowledge management/learning database for easy access by IRC staff and partners.
Internal Capacity Building and Technical Support
•\tProvide ongoing technical support and on-the-job capacity building to IRC field staff and Sectorial partners staff on data quality standards, data collection, analysis, reporting, and use of digital tools.
•\tSupport the MEAL Manager with developing high-level training materials on MEAL standards, tools, and methodologies for internal and partner staff as needed.
Coordination and Representation
•\tRepresent the MEAL department in relevant coordination meetings, working groups, and technical forums as delegated by the MEAL Manager.
•\tLiaise with program, grants, and technical teams to ensure that MEAL findings are integrated into reporting, proposal development, and program planning.
Partner Support
•\t Provide technical guidance to partner MEAL staff and ensure data quality, compliance, and capacity building through coordination and field visits.
•\tParticipate in the partnership capacity analysis (PCA) meetings to evaluate the partner’s MEAL capacity and identify any risks related to MEAL delivery.
•\tDevelop tailored sectorial partner support plans for each partner and facilitate the implementation of agreed-upon capacity sharing activities.
•\tTake part in monitoring visits to partner locations and activities
•\tConduct Data Quality Audits with partners’ MEAL focal points on quarterly basis.
Other
•\tFoster ongoing learning, honest dialogue, and reflection at team level to strengthen safeguarding, wellbeing and duty of care, and to promote IRC values and adherence to IRC policies.
•\tLead by example and support IRC’s commitment to taking all necessary preventive measures and creating an environment where people feel safe and can report misconduct.
JOB REQUIREMENTS
Education:
•\tMaster’s degree is preferred with relevant specialization in a quantitative field (e.g., Economics, Sociology, Statistics, or other social science groups)
Experience:
•\tMinimum of 3-4 years of professional working experience in MEAL within the humanitarian and development sector
•\tExperience in data analysis, and program monitoring, including designing monitoring systems, indicators, developing MEAL plans, data quality assessments, and survey techniques
Demonstrated Skills and Competencies:
