Main responsibilities
Supply Chain People and Organization Management
Motivate, coach and develop the sub-regional supply chain to support EM growth strategy. Provide know-how and expertise on supply chain operation. Closely collaborate across functional units, locally and regionally. Cascade global/regional targets down the team. Provide guidance and training to supply chain team to meet compliance and safety level. Act as a sub-regional supply chain representative, participate in regional meetings and events. Distribute the messages, or learnings back to sub-regional team. Provide advice and alert to regional SCM Head for issue or risk arise because of regulatory or operation reason. Keep regional SCM updated on sub-regional SCM activities and status. Identify and develop SCM talent in sub-regional team.
Supply Chain Performance Management
Define and communicate EM supply chain requirements and expectations to functional partners (Logistics Procurement, Raw Material Procurement, Packaging Procurement, Site Logistics, etc.) and ensure requirements are met. Monitor and manage sub-region supply chain performance via KPIs, benchmarks, defined service levels. Reporting SCM performance below target with root cause analysis and corrective action. For sub-regionally managed logistics operations, along with Logistics Procurement and SC services platform, manage third party logistics service providers based on the service contract conditions and regularly feedback on actual service performance for corrective actions.
Supply Chain Cost Optimization
Identify cost drivers within supply chain processes, initiate cost saving measures. Develop or optimize the utilization of sub-regional SC resources through evaluating costs, profitability and working capital requirements in materials, supply chain allocated costs, storage/shipping/handling charges, sales administration expenses, etc. in order to recommend to the supervisor, programs to improve the economic performance of individual supply chain activities and enhance the finance returns.
Supply Chain Planning and Coordination
Perform demand and supply planning for sub-regional and countries level with review to support sales target and business growth, identify any demand fluctuation and supply gap and work with business team for action to fill the gap. Work with Regional/Local SCM, business teams, and other stakeholders to drive and execute sales and operation planning (S&OP) process within timeline and achieve high level of planning accuracy. Ensure the merchandise planners are planning in SNP and validating the forecast from customers and the demand sending to the suppliers. Ensure the planning master data are well maintained as per regional guideline. Implement allocation process with shortage management, measure supply demand balance, issue supply alert on time and trigger corresponding process to manage shortage. If there is local production/tolling/souring, ensure supply planning reviews the rough cut OMP production plan in SNP if prepared based on validated demand plan (internal and external) and supply plan, including detail scheduling and raw material plan. Minimize output deviations from the plan on monthly basis and make necessary corrective actions in collaboration with operation.
Order Management
Lead and manage the OM team for intercompany order management, including exports and domestic deliveries. Set reasonable customer satisfaction goals and work with the team to meet them on a consistent basis. Achieves service objectives by contributing service information and recommendations to strategic plans and reviews; preparing and completing action plans; implementing service standards; resolving problems; completing audits; identifying service trends; determining system improvements; implementing change. Drive for service excellence in both quality and performance optimization. Improves service quality results by studying, evaluating, and re-designing processes; establishing and communicating service metrics; monitoring and analyzing results; implementing changes. Monitor Shared service functional performance and ensure Shared service (including IE/TM/C&FT/APTC/GP) process and manage orders of countries effectively and efficiently. To ensure accurate and on-time transmission of purchase orders to suppliers. To check order input accuracy from countries. Monitor the handling of shipping documents accurately and timely by minimizing L/C discrepancies and late documents by related functional team. Drive for order automation and digitalization. Ensure regional business rules and standard operation procedures are implemented and being followed, address any deviation with root cause and corrective action.
Purchasing and Tolling
For the assigned SBUs, act as sub-regional operational contact with internal partners/external suppliers (delegated materials) for toll manufacturing, and coordination with Procurement/SC platforms on purchasing execution.
Inventory Management
Develop and monitor inventory control procedures in order to maintain optimum stock to fulfill sales demand while ensuring cost effectiveness. Review the stock points setup for raw material and finish goods, and the safety stock level to ensure meeting service level and avoid stock out or line down situation. Reduction in non-moving/Port inventory values/tonnage.
NCM
To coordinate, support and monitor all internal and external supply chain-related complaints of the sub-region. To suggest corrective actions to improve NCM management.
Risk Management
Coordinate with EHS/IT/Finance/Legal/HR and other functions as required to ensure compliance with internal and external rules and regulations related to supply chain operations and processes. Identify risks and take preventive/corrective action including communication to relevant stakeholders. Keep update on sub-region supply chain related regulatory development, analysis impact to EM business and communicate to relevant stakeholders and regional supply chain head.
Continuous Improvement and Projects
Support and communicate Care Chemical projects initiatives to the sub-region. Support and lead EM and supply chain improvement projects as required in the sub-region. Propose and run sub-region service improvement initiatives to drive customer satisfaction as per business service level. Support and lead sub-regional supply chain activities to the Project SWITCH.
Qualifications
Bachelor's degree in business management, supply chain management or equivalent experience. Minimum 10-12 years in SCM / Logistics / Project Management area of which minimum 5 years of management, supervisory or team lead experience.
