Manages the enterprise network engineering team to maximize availability and performance, meeting DART business expectations in a 24-hour, 7-day-a-week operation. Manages the design, installation, maintenance, and selection of all networking equipment and software for the enterprise network, including LAN, WAN, Datacenter, and Cloud. Manages complex projects such as new construction and renovation, equipment evaluation and selection, and technology research.Essential Duties and Responsibilities:
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Manages the development, planning, and implementation of the enterprise network. Manages hardware, firmware, and software migration plans. Manages designs, requirements, and specifications. Manages production testing and change control procedures. Manages specifications for the acquisition of new network hardware and software.Leads Tier 1, Tier 2, and Tier 3 network engineers to meet assigned tasks, projects, and Agency objectives successfully.Manage the budget and expenditures for Operational and Capital accounts as required to complete duties.Participates in developing requisitions, bids, and specifications and negotiating, administering, and evaluating contracts for equipment and services.Leads the evaluation, specifications, and requirements of new equipment.Develops and writes job descriptions for team alignment.Develops and manages enterprise strategies and plans for network administration and security. Leads in the development and deployment of the Disaster Recovery Plan.Responsible for developing and implementing the Network Engineering group's standards, procedures, and processes.Participates in strategic planning, tactical operation planning, and the development of contingency operation plans regarding Agency IT infrastructure and Disaster Recovery.Develops various reports and presentations for management review.Documents all division processes and standard operating procedures, including disaster recovery plans.Manages internal departmental and external vendor relationships to coordinate support services and problem resolutions. Leads cross-functional linked teams to address business or systems issues and production systems testing.Manages the coordination and activities of new system installations, effectively utilizing resources, budgets, and timelines to meet production schedules.Participates in scheduled change management and participates in incident management. Ensures that changes and actions are documented in the change management system and service management system.Provide 5-star customer service and meet Agency service level agreements (SLA).Performs other related duties as assigned.MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums, excluding High School Diploma, GED, Licenses, or Certifications.
Bachelor's degree from an accredited college or university in Computer Science, Information Systems, Business, or a related field.Seven (7) years of enterprise network experience with three (3) years of supervisory experience in the maintenance and operation of Enterprise networking technologies.Experience with Cisco routing and switching, LAN/WAN architecture, firewalls, wireless technologies, cellular technologies, VOIP and POTS services, telco circuits, SDWAN, Software Defined Networking, Cisco ISE, Prime, and DNAC.ITIL Foundation certification is preferred.Pass a physical (medical) examination that includes a drug screen to operate DART non-revenue vehicles.Proficiency in PC software applications, including Microsoft Office and other related software applications.Must maintain all certification(s) required for this position.Must be able to work variable hours, including emergency response to outages.Must be able to perform work from remote locations as needed.Must be able to work in an on-call rotation.Valid Texas Class A, B, or C driver license, no Driving While Intoxicated (DWI) conviction within the last sixty (60) consecutive months, not more than one (1) DWI on driving record, and not more than three (3) convictions of moving violations within the last thirty-six (36) months to operate DART non-revenue vehicles or drive in the course and scope of the job.Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
