Job Description:

Primary Purpose of Job:

The Senior Manager - Advocacy and External Engagement provides overall strategic leadership, management and direction to World Vision’s advocacy work in Bangladesh. This position will also promote WVB’s relationships with key national and local government departments, I/NGOs, CSOs and other institutions. He/she is responsible to lead on the development and implementation of advocacy strategies that will influence government and other institutional policies and practice to achieve positive and lasting changes to fulfil children’s rights, with particular focus on child protection and participation issues. He/she will advise and support relationship management and local authority engagement for World Vision’s ongoing programmes, and in some instances lead these engagements directly. In addition, this position will also responsible to serve major donor’s while they visit to Bangladesh.

Key Deliverables:

Lead the development of the Advocacy Strategy, aligned to and embedded within the Country Strategic Plan and ensure coordination and engagement across all departments to deliver on the strategic objectives.  The postholder will hold primary responsibility for risk mitigation and management associated with the delivery on this strategy.

Based on World Vision’s program priorities, and identified priority advocacy issues for children, develop key messages and identify targets from lessons learned, assessments, research and evidence gained through project implementation, in partnership with PDQA team members.

Support active engagement with policy makers and other key players, internally and externally, including donors and government in relation to children’s rights issues and identify opportunities to raise awareness and influence policy change.

Develop and maintain a network of external contacts with key individuals in the government, donors, NGO sector, civil society and the media.

Act as a spokesperson for World Vision to a variety of external audiences including policy makers and the media, as directed. Coordinate and manage the training of spokespeople within the Country Office, ensuring the list of spokespeople on a range of topics is updated.

Facilitate, coordinate, manage major donor group whenever they visit in Bangladesh.

Educational Qualifications:

Master’s degree in development studies, Social Science, Law, Public Policy or equivalent preferred or any other relevant subjects. Additional relevant degree/ diploma will be added value. 

Minimum of 05 years advocacy experience in a corporate or an NGO environment, with experience in successfully leading the development and implementation of advocacy strategies.

Experience and Skills:    

Experience in leading the creation and implementation of an advocacy strategy, demonstrating the ability to identify the necessary steps towards an ambitious goal.Experience in influencing government, donors, and other organizations through representation and/or advocacy.Strong understanding of the country’s political system and legislative process.Highly developed interpersonal and communication skills (including influencing and negotiation) and highly developed cultural awareness (including an ability to work well with people from diverse backgrounds)Experience of a range of campaigning and advocacy techniques and approachesDemonstrable creative ability in accessing new opportunities, expertise and ideasDemonstrable track record of leading change which has led to significant results for the organization and their stakeholdersAbility to present complex information in a succinct and compelling mannerExperience of building networks, resulting in securing significant new opportunities for the organizationFluency in written and spoken English requiredCommitment to World Vision’s values

Desirable:

Knowledge of children’s rights, key international agreements and conventionsExperience working on Child Protection Policies in BangladeshResearch and policy development skills
 

Work Environment:    

This position is National Office (Dhaka) based and successful candidate will be expected to ensure 100% compliance with WV Core values, all policies as required, and child protection policy.
