Boeing Defense, Space and Security (BDS) has an exciting opportunity for a Small Business Subcontracting Senior Manager to join the team in Arlington, VA!

At Boeing, the relationships we forge with our suppliers are increasingly important to our success in a globally competitive and highly technical marketplace. We are seeking a highly motivated and experienced Senior Manager to lead and manage our comprehensive small business subcontracting program. In this critical role, you'll be responsible for developing, implementing, and overseeing strategies that ensure compliance with federal regulations, foster strong relationships with small business suppliers, and drive the successful achievement of small business subcontracting goals across our programs. You will be a vital part of our Strategic Sourcing & Partnerships team, contributing to Boeing's long-standing commitment to small business excellence since 1951.

Position Responsibilities:

Program Management & Compliance

Strategically direct the development, implementation, and tracking of Small Business Subcontracting Plans for all proposals and active programs, ensuring alignment with corporate objectives and regulatory requirementsProvide executive oversight for all aspects of ISR (Individual Subcontracting Report) administration, ensuring accuracy and timely submissionLead and rationalize program forecasting activities, including strategic planning, cross-functional coordination, and high-level communication of small business opportunities and achievements across the organizationServe as the senior escalation point for small business ad-hoc inquiries from programs, coordinating closely with the Compliance Liaison and other relevant stakeholders to ensure rapid and effective resolutionChampion and ensure successful navigation of complex compliance reviews from agencies such as DCMA and SBA, proactively addressing potential issues and driving corrective actionsProactively monitor the Federal Register for new policies and regulations affecting small business programs, leading the strategic integration of these changes into internal command media (BPIs, PROs, Forms) and ensuring organizational adherenceDirect and provide strategic guidance for the coordination and analysis of CPARs (Contractor Performance Assessment Reports) in collaboration with the Small Business Liaison Officer (SBLO) to optimize performance and identify areas for improvement

Supplier Engagement & Development

Define and optimize the overarching Supplier Lifecycle strategy, including strategic approaches to supplier discovery, onboarding, and deep integration into enterprise-wide sourcing strategiesSpearhead the strategic planning and execution of high-impact Supplier Showcases and actively promote Success Stories / Program awards & recognitions to amplify successful small business partnerships internally and externallyCultivate and lead high-level internal and external customer/supplier engagement activities, such as Roadshows, Pathfinder events, strategic engagements, and Councils, to strengthen relationships and identify new opportunitiesAct as a senior company representative at key Supplier Outreach Conferences, enhancing the company's reputation and fostering strategic alliancesProvide executive sponsorship and strategic direction for Key Initiatives like the Mentor Protégé Program, SBIR/STTR, and engagements with HBCU/MSI institutions, ensuring alignment with corporate social responsibility and business goals

Training & Digital Transformation

Oversee the strategic design, development, and enterprise-wide deployment of comprehensive training programs for SBLOs, Supply Chain/Procurement Analysts, and other relevant personnel, ensuring a high level of competency and complianceDrive the vision and execution of digital transformation efforts, system enhancements, and automation initiatives, focusing on optimizing efficiency, effectiveness, and scalability of small business subcontracting processes

Leadership & Communication

Forge and nurture high-level, strategic relationships with GOVOPS USG / Partnerships / Initiatives, positioning the company as a leader in small business engagementStrategically manage program and customer deliverables including CPARs, CDRLs, and Award Fees, ensuring seamless performance integration and superior outcomesServe as the primary, senior-level Compliance Liaison with each Small Business Subcontracting Plan Business Unit Team, ensuring consistent application of policies and best practicesProvide executive oversight for all reporting and metrics related to small business program performance, leveraging data to drive strategic decisions and continuous improvementChampion and embed a culture of self-governance within the small business subcontracting program, empowering teams while maintaining robust oversightProactively engage with federal, legislative, and regulatory bodies as required, advocating for the company's interests and shaping the future of small business policy

Basic Qualifications (Required Skills/Experience):

Bachelor's degree in Business Administration, Supply Chain Management, or a related fieldMinimum of 5 years of experience in small business subcontracting, government contracting, or a related field, with at least 5 years in a leadership or management roleIn-depth knowledge of federal small business regulations (FAR, DFARS, SBA regulations)Proven experience in developing and managing small business subcontracting plansStrong understanding of ISR Administration and DCMA subcontract complianceExcellent communication, interpersonal, and presentation skillsDemonstrated ability to build and maintain strong relationships with internal and external stakeholders

Preferred Qualifications (Desired Skills/Experience):

Existing relationships with government customers offices of small business

Pay is based upon candidate experience and qualifications, as well as market and business considerations.

Summary pay range: $151,300 – $186,900
