Position Overview
We are seeking an experienced and strategic Senior Manager of People Operations to lead and oversee HR functions across our manufacturing site, shared services center, and support HR operational activities for U.S.-based employees.
They will be the key liaison between TACNA (our shelter partner in Mexico) and Outset Medical, ensuring seamless coordination and compliance across shared operational responsibilities. This role is pivotal in driving operational excellence, employee engagement, and compliance while aligning with global HR standards and local requirements. The ideal candidate will be a strong people leader with a proven track record in dynamic, complex environments and cross-border collaboration.
Essential Job Functions and Responsibilities
Site Leadership & HR Strategy:
Lead the People Operations function for the manufacturing site and shared services center in Mexico. Partner with site leadership to develop and implement people strategies that support operational goals. Serve as a trusted advisor to managers on workforce planning, organizational development, employee engagement, and performance management. Act as the key liaison between TACNA (shelter provider) and Outset Medical, fostering effective communication, issue resolution, and partnership alignment.Shelter Partnership Management:
Collaborate with TACNA to ensure compliant execution of HR processes and alignment with Outset Medical’s HR policies, practices, and culture. Monitor and influence the shelter’s performance in areas such as employee relations, compensation, benefits, time & attendance, onboarding, and legal compliance. Represent Outset Medical in regular reviews, escalations, and planning sessions with TACNA leadership.HR Operations & Compliance:
Ensure smooth and compliant HR operations across all sites, including payroll, benefits, employee records, and timekeeping. Stay current with Mexican labor law and work with TACNA and legal counsel to manage risk and ensure adherence to regulations and company standards. Identify opportunities for continuous improvement in HR systems and processes in collaboration with TACNA and internal teams. Oversee implementation and compliance with local labor laws, regulations, and internal HR policies. Manage audits, risk mitigation, and continuous improvement initiatives.Support for U.S. Transactional HR Activities:
Lead a team responsible for transactional HR support for U.S.-based employees (e.g., onboarding, data management, employee changes). Ensure processes related to employee lifecycle transactions (onboarding, offboarding, job changes, etc.) are executed accurately and timely, in alignment with U.S. expectations and compliance requirements. Partner with U.S. People Operations and HRIS teams to maintain data integrity and improve service delivery. Ensure SLAs, KPIs, and quality metrics are met consistently for HR shared services.Team Leadership:
Manage, mentor, and develop a high-performing HR team across multiple functions and locations. Foster a culture of accountability, inclusion, service excellence, and continuous improvement. Champion employee engagement and leadership development programs in partnership with local and U.S.-based teams.Collaboration & Reporting:
Collaborate closely with the VP of People Operations and cross-functional leaders in the U.S. and Mexico. Provide regular reports and insights workforce analytics, trends, risks, and performance indicators across operations. Lead communication flow between Mexico and U.S. teams, ensuring transparency, alignment, and follow-through on key HR initiatives. Support additional activities, as assigned
Required Qualifications
Bachelor's degree in Human Resources, Business Administration, or related field; 8+ years of HR leadership experience, with a focus on operational HR in manufacturing and/or shared services environments. Deep knowledge of Mexican labor law, HR compliance and employee best practices. Familiarity with ADP or other HRIS systems. Proven experience managing teams, budgets, and complex HR processes. Strong interpersonal, leadership, and stakeholder management skills. Bilingual in English and Spanish is required.
Desired Qualifications
Master’s degree in related field is preferred. Experience managing cross-border HR operations for U.S.-based employees is strongly preferred. Demonstrated experience working with shelter operations and managing third-party vendor relationships. Experience supporting both direct and indirect employee populations. Lean/Six Sigma or process improvement background.
