Operational Resilience is an area of increasing focus for global regulators and expectations are evolving. Scotiabank is enhancing its operational resilience capabilities with the Enterprise Operational Risk function and is looking for a Senior Manager who will report to the Director, Operational Risk & Resilience, to support the governance, oversight and effective challenge of the Enterprise Operational Resilience program.

 

The role is responsible for:

Supporting the maintenance of the Enterprise Operational Resilience Framework. Overseeing and effectively challenging the design and execution of the Operational Resilience Program and Business Continuity Management practices. Establishing reporting on the Operational Resilience Program, including Framework implementation progress and resilience evaluations.

 

Is this role right for you? In this role, you will:

 

Operational Resilience 

Contribute towards the development and execution of the Bank’s operational resilience strategy. Build on the Target Operating Model to support the implementation of the operational resilience RACI across all lines of defense, including business lines and corporate functions. Support the overall design and implementation of an enterprise-wide Operational Resilience Program. This includes leading or assisting with the following activities: Maintain the Enterprise Operational Resilience Framework and Operational Resilience 2nd Line Standard in accordance with regulatory requirements and industry best practice. Conduct 2nd line oversight and effective challenge on the execution of the Program, including the design of methodologies/ processes by the first line to support the implementation of the Framework. Monitor and ensure remediation plans are developed to address identified vulnerabilities and escalate as necessary. Monitor and prepare reporting on the Bank’s resilience posture to senior management, risk committees, and the Board, as applicable. Monitor emerging risks/trends and identify changes in the regulatory environment. Provide advice and guidance to enhance the Bank’s resilience awareness and capabilities. Coordinate senior management and stakeholder meetings and working groups as appropriate. Work with other risk teams and relevant stakeholders (e.g. Cyber & IT Risk, Data & AI Risk, Third Party Risk, etc.) to ensure operational resilience considerations are embedded across the Bank. Liaise with external networks and industry groups to stay abreast of current Operational Resilience practices, including related developments in peer banks, and the latest regulatory expectations and guidance.

 

Business Continuity Management

Lead the enhancement of 2nd line oversight and effective challenge of Business Continuity Management (BCM) practices, including: Reviewing adequacy and appropriateness of the design of BCM practices, including risk assessment criteria, scoring/rating methodologies, coverage of processes/units, issue tracking, and reporting. Develop and implement a process to provide sustainable oversight over the execution of BCM practices. Ensure outputs of the BCM Program are appropriately integrated into and support the Bank’s operational resilience program. 

 

Communications and Change Management

Develop and execute on a comprehensive communication and change management strategy to ensure adoption of operational resilience requirements, including 2nd Line Standards across the enterprise. Manage coordination with distributed Operational Risk teams and other teams within Global Risk Management.

 

Support other projects as required:

Drive or support ongoing and additional operational risk management projects as required.

 

Do you have the skills that will enable you to succeed in this role? We'd love to work with you if you have:

5 years’ experience within risk management, operational resilience and/ or business continuity.

Experience leading or supporting cross functional change initiatives strongly preferred.

Solid understanding of financial institutions, infrastructures and markets required.

Excellent organizational skills and ability to deliver complex initiatives under challenging timelines.

Ability to identify, manage and collaborate with multiple stakeholders across a global footprint.

Excellent written and verbal communication skills required to prepare communications and

interact effectively with senior levels of management throughout the Bank. Strong communication and presentation skills are essential to explain regulations and internal policy and procedure.

Undergraduate degree required.

Knowledge of Scotiabank’s organizational structure preferred.

Demonstrated ability to exercise sound judgment as to the materiality of risks where identified.

Proven time management skills and adaptability to address shifting priorities and manage competing priorities.
