What is the Opportunity?
The RBC Bank Controls Testing and Monitoring team within the Chief Controls Office is responsible for the internal controls testing program for the 1st Line of Defense (1LoD) business units. The team is responsible for the strategy, planning and execution of controls testing on behalf of business units across all RBC Bank, with input from the Business Control Officers (BCOs) for the respective units in accordance with Enterprise, CUSO and RBC Bank frameworks, standards, policies and procedures.
The Senior Manager, Controls Testing and Monitoring oversees the Control Testing Program for RBC Bank by leading design and operating effectiveness testing over operational and technology/data controls deemed appropriate to mitigate key risks of the unit. This role also includes reviewing test steps prepared by staff and results of the testing, writing issues and reports, and escalating concerns to business management as well as the Director, Controls Testing and Monitoring. The Senior Manager, Controls Testing and Monitoring also maintains the RBC Bank Controls Inventory and is responsible for end-to-end Internal Controls Testing Reporting.
What will you do?
Effectively lead a team of testing professionals, including optimal delegation of tasks, the creation of successful plans from thoughtful resourcing, and monitoring team’s progress with the use of key metrics
Maintain a thorough understanding of RBC’s Internal Controls Management Policy and Standards, control testing procedures, and related regulatory and compliance standards, including but not limited to enterprise risk management, data governance, third party risk management, model risk management, business continuity, fraud risk management, and associated regulations, guidance, and regulatory expectations
Develop robust and scalable testing modules, scripts, and other guides including testing approach for evaluating the effectiveness of RBC Bank’s 1LoD Key Controls to mitigate key risk exposures related to regulatory requirements and RBC Bank risk policies and standards
Ensure Design and Operating Effectiveness assessments are completed with quality and aligned to controls methodology
Govern the execution of control testing, ensuring effective practices are followed and quality documentation is produced, including review and approval of testing performed by team
Act as a liaison for internal and external audits with respect to supplying control testing documentation
Provide valuable expertise and advice to risk and control owners on how to effectively create controls to mitigate their key risks
Exhibit high attention to detail and strategic thinking in analyzing, aggregating, and articulating the results/issues of control testing activities and value-add opportunities for improvement of Key Controls to Senior Management and other stakeholders
Understand RBC Bank and its business lines, including the operational risks of each line, to assess the effectiveness of key controls
Lead by example and foster a team of innovative thinkers through open communication and positive, timely feedback and training
Work collaboratively with internal stakeholders to identify and contribute to the pipeline of continuous improvement opportunities and best practices
What do you need to succeed?
Must-have:
Proficiency and experience in the financial services industry working with controls testing.
Ability to lead a team and create an inclusive environment with internal business partners.
Flexible mindset, with the ability to learn quickly and leverage skills in a dynamically changing environment.
Strong leadership, facilitation, negotiation, verbal & written communication skills to deal with senior executives
Strong presentation skills and technologically self-sufficient in MS Office Suite (i.e. Access, Word, Excel, Power Point, Outlook).
Strong analytical and problem solving skills, with a keen attention to detail. Accurately defines problems and identifies relevant factors while objectively considering alternatives and anticipating the client impact of possible solutions.
Strong verbal and written communication skills, with an ability to work effectively with all levels of staff and management
Proficiency and experience working with various RBC Bank systems/applications
Ability to work independently with a high level of initiative and motivation
Nice to have:

Highly developed organizational and follow-up abilities with the capability to multi-task
Ability to achieve results through business partners
Understanding of core technology (applications and infrastructure) as evidenced by external courses or professional certification.
Experience with operational risk management.
