The Senior Manager, Controls Testing, Canadian Banking Internal Controls Manages and oversees First Line Testing (FLT) Program for Retail Credit controls in Canadian Banking (CB) ensuring business strategies, plans and initiatives are executed / delivered in compliance with governing regulations, internal policies and procedures. This role is critical in overseeing the integrity and effectiveness of the organization's internal control environment.
The primary responsibility of this position is to oversee the Internal Control testing engagements for Retail Credit business lines including Real Estate Secured Lending, Credit Card, Lines of Credit etc. The CB FLT Program covers Canadian regulations applicable to all the retail lending activities, particularly OSFI B-20 requirements.
**Is This Role Right for You? In this role, you will:**
+ Accountable for overseeing and executing First Line Internal Controls Testing for CB Retail Credit Business, which includes assessing the design and operating effectiveness of controls, and adherence to Regulatory requirements as well as Bank’s internal standards, policies and procedures.
+ Works closely with the Director – First Line Testing, along with other 1st and 2nd line partners to develop, support and execute the testing program.
+ Maintains relationship with the Business Line (1A), GRM, Compliance and Internal Audit to ensure alignment and smooth execution of test plans, to minimize the impact on business.
+ Understands the applicable regulatory requirements to ensure testing is adequately designed to identify potential control gaps and non-compliance with regulatory requirements, best practices and internal policies and procedures.
+ Pro-actively identifies potential violations /risk of non-compliance with regulatory requirements, internal policies, and procedures, in a timely manner and makes recommendations to mitigate the associated risk.
+ Assists in building a risk effective and cost-efficient testing program by providing feedback on enhancements to the testing methodology, looking for opportunities to automate testing procedures, etc.
+ Validates actions taken by management to remediate, and to assess the sustainability of these actions to close, reported testing issues.
+ Provides guidance and training to the testing team members on best practices and methodology.
+ Leads and drives a customer focused culture throughout their team to deepen client relationships and leverage broader Bank relationships, systems and knowledge.
+ Understand how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.
+ Creates an environment in which his/her team pursues effective and efficient operations of his/her respective areas in accordance with Scotiabank’s Values, its Code of Conduct and the Global Sales Principles, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational, compliance, AML/ATF/sanctions and conduct risk.

**_Functional Competencies_**
+ Education: Bachelor's degree in finance, accounting, business administration, or a related field. A professional certification such as CPA, CIA, or CISA is preferred.
+ A minimum of 5+ years of compliance, audit or regulatory exam support experience with at least 3+ years of which should involve control testing or audit.
+ Experience/background in internal controls testing for retail credit business lines is preferred.
+ Familiarity with applicable OSFI requirements (Bank Act, B-20), FCAC, Privacy, AML/ATF etc.
+ Strong attention to detail, Strong written and verbal communication skills, Ability to communicate well across all levels of an organization.
+ Excellent analytical skills with the ability to review, interpret and synthesize data to drive investigations on potential exceptions
+ Demonstrated leadership and people management skills and strong coaching skills
+ Good relationship management skills
+ Highly organized and capable of dealing with multiple complex projects.
