Senior Manager, Program Delivery 
Location: Remote California (must reside in or be willing to relocate to California)

We are seeking a dynamic Senior Manager within our Utility Programs and Services (UPS) Division to serve as a Portfolio Lead, Senior Program Manager, and Launch Manager—driving and expanding ICF’s utility business throughout California. This role is designed to be highly flexible and adaptable, enabling you to support a variety of projects and program models based on business needs. The Senior Manager will be assigned to different portfolios across California, offering a unique opportunity to shape, build, and scale a portfolio within a fast-growing business. 
This position requires deep knowledge of energy efficiency, electrification technologies for commercial and residential building systems, and demand side management. The successful candidate will be called upon to lead new program approaches that demand seasoned, senior-level experience, oversee the launch of new initiatives where team structures are still evolving, and provide critical management support for complex programs or launches requiring additional leadership. 

You will develop and manage pipelines of new and existing customers and trade allies, ensuring program participation goals are met while adapting to the unique challenges and opportunities that each new project presents. Internally, you will guide program operations, manage budgets and performance, cultivate client relationships, hire and mentor staff, and design and implement adaptive program strategies. You’ll also play a significant role in supporting account managers with data analysis, reporting, application review, forecasting, marketing, quality control, and client support, as well as help influence broader market adoption of ICF’s suite of products and services.

What you will be doing: 

Lead and adapt portfolio and program design, including identification, analysis, and selection of energy efficiency measures, with strategies tailored to the requirements of each project or launch. Oversee program evaluation, including analysis, data collection, and reporting. Provide resource management, quality control, and budget accountability to maximize efficiency, client satisfaction, and program outcomes. Manage financial metrics and performance for your assigned sub-region or portfolio. Collaborate with cross-functional teams, driving innovation and operational efficiencies across diverse and evolving projects. Build and maintain relationships with clients and industry partners, supporting businesses in achieving energy performance improvements with existing and emerging technologies. Manage and mentor distributed or in-house team members—including during new launches where teams are still being built out—and coordinate remote work as needed. Support the development of new technical tools, products, and offerings. Establish and grow new relationships with trade allies and professional organizations to ensure program awareness and adoption. Maintain ongoing communication with program participants and stakeholders to assess needs and gather feedback. Develop and deliver targeted presentations to promote program awareness and participation at industry events, trade shows, and stakeholder meetings. Prepare status reports documenting performance, activities, and pipeline management for senior leadership. Analyze QA/QC project data and oversee reporting to clients. Ensure effective project and budget management, with comprehensive tracking and status updates for leadership. Manage program forecasts, budgets, and KPIs, providing regulatory support when required. Mentor, lead, and collaborate with program team members, especially during complex program launches requiring additional management support or senior oversight. Adapt quickly to changing business needs, being reassigned to different portfolios and projects across California as priorities shift. Must have a reliable vehicle for local travel 20% - 40% of time; frequency will vary based on project phase and may increase during new program launches  (mileage reimbursement provided). 

What we need you to have (minimum qualifications): 

Bachelor's Degree in Energy, Business, Environmental Sciences, Engineering, Economics, Policy or a related field (or applicants can substitute one year of related experience for one year of education)7+ years’ experience in the energy sector, including the development, design, and management of successful energy efficiency, electrification, distributed energy resource, or demand reduction programs and/or related experience2+ years of experience managing project teams, including during periods of rapid growth, new launches, or portfolio transitionsMust have a valid driver’s license and successfully pass a Motor Vehicle Records (MVR) check

Experience with demand side management (DSM) programs Proven ability to guide large program teams and oversee complex or evolving program launches Business development and client development experience Demonstrated experience with quality control and budget accountability Track record of managing multi-client portfolios and multidisciplinary teams (including subcontractors and strategic partners) Understanding of energy management, regulatory planning/policy, program design, and engineering Industry certifications, professional affiliations, and publications

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$130,037.00 - $221,063.00
