Summary This position resides within the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)) and provides direct support to the Office of Strategic Capital (OSC), reporting to the Director of Operations. The Office of Strategic Capital (OSC) serves as a crucial tool for expanding America's enduring competitive advantages. Last year, strong congressional support enabled the office to secure new authorities and appropriations to execute the OSC mission. Responsibilities Incumbents typical work assignments may include the following: Manage and overseeing OSC's portfolio, which involves the execution and development of guidelines related to Corporate Operating funding, Defense Agencies Initiative (DAI) transactions, and contracts. Integrate fiscal systems with program initiatives and utilizes advanced technology for effective data management, ensuring the department remains at the forefront of financial management practices. Provide expert advice, oversee budget policy, and recommend efficient and effective fund utilization strategies. Develop and managing long-term budget plans and policies, forecasting future needs, and conducting in-depth financial analyses, which are crucial for evaluating budget policies and programs. Lead financial management initiatives, the incumbent reviews and enhances financial policies, improves business processes and data utilization, and embraces new technologies. Requirements Conditions of Employment Qualifications In order to qualify for this position, you must meet the requirements described below. Specialized Experience: To qualify at the NH-04, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, specialized experience is defined as: experience collaborating with budget team members as necessary to assist with audits and legal proceedings, assisting with requests for additional funding as a part of managing long-term budget plans and policies, and supporting financial management initiatives such as enhancing financial policies, improving business processes and data utilization, and embracing new technologies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met at the closing date of this announcement. Education There is no substitution of education for the qualifying experience at the NH-04 grade level. Additional Information A one year probationary or trial period may be required. Critical Acquisition Position: This position requires a Business - Financial Management, Advanced acquisition certification. The incumbent has 48 months to achieve this certification. The selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such an agreement alter any other terms or conditions of employment. This is a Financial Management Level 3 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification Program.
