PURPOSE OF THE POSITION
The Senior Finance Manager, Field Operations, is responsible for providing strategic leadership and oversight of finance
operations and grant financial management across all funding streams. This includes end-to-end grant lifecycle management—from proposal development and budgeting to compliance monitoring and financial reporting. The role ensures adherence to donor and internal financial policies, strengthens risk management frameworks, and supports strategic financial planning and operational efficiency.
Provide strategic leadership and expert guidance to the grant finance team in the development of grant budget proposals, ensuring the operations are fully compliant with donor requirements and organizational policies.Lead and provide strategic direction for budget planning and development, ensuring alignment with organizational priorities, donor requirements, and cost-efficiency.Collaborate with program leads and finance managers to ensure effective budget monitoring and management, promoting accountability and optimal resource utilization.Provide leadership to all field finance teams to ensure that financial operations are fully compliant with internal policies, donor requirements, and local laws while maintaining effective risk controls and user-friendly processes.The Senior Finance Manager is also responsible for supervising, mentoring, and strengthening the capacity of both field and grant finance teams to ensure high-quality financial management across all funding types.MAJOR RESPONSIBILITIES
I. Provide strategic leadership and expert guidance to the grant finance team in the development of grant budget proposals, ensuring the budget plan is fully compliant with donor requirements, and organizational policies, and competitive.
Thoroughly review the Go/No-Go assessment, with a focus on all finance-related elements of the call for proposals or donor requirements. Interpret complex donor financial guidelines and instructions, and summarize the key financial criteria in the approval template to support the decision-making process. Review the budget proposal to ensure it is competitive, cost-efficient, and fully compliant with the requirements outlined in the call for proposals.Develop and regularly update a user-friendly budget proposal tool and guidance to simplify the process and enhance efficiency.II. Direct and manage the country’s budget planning cycle, including annual and mid-year reviews by facilitating structured collaboration across cross-functional teams to ensure strategic alignment, financial accuracy, and compliance with both organizational and donor requirements.
Collaborate with cross-functional teams to develop a comprehensive budget planning framework, including procedures, guidelines, tools, and a planning calendar to ensure consistency, efficiency, and alignment across the organization.Provide high-quality and effective guidance to all planners, including finance staff, to ensure the development budget is compliant and meets all organizational and donor requirements.III. Collaborate with program leads and finance managers to ensure effective budget monitoring and management, promoting accountability and optimal resource utilization.
Design and implement real-time dashboard platforms for budget monitoring and tracking, along with streamlined communication channels, to enhance accessibility and control for budget owners.Produce and disseminate regular budget expenditure reports, incorporating variance analysis and actionable recommendations, to enable program management to make informed decisions and ensure effective, high-quality budget management at the country level.Develop and implement standardized budgeting cycle procedures and training materials to build staff capacity and enhance budget management competencies across the country office.IV. Provide leadership to all field finance teams to ensure that financial operations are fully compliant with internal policies, donor requirements, and local laws while maintaining effective risk controls and user-friendly processes.
Provide strategic oversight and Leadership to develop and implement financial operating strategies that align with the organization’s mission and goals. Support and Supervision Provide direct support and guidance to all the field finance leads and team. Provide direction and mentorship to field finance teams to build capacity and ensure consistent financial practices across locations. Ensure all financial operations of all funding types comply with internal policies, donor requirements, Local laws, and regulations.Internal Controls and Risk Management, cooperate with the finance leader to design and enforce strong internal control systems, and business processes to mitigate risk and prevent fraud. Drive Process Improvement, review and streamline financial workflows to enhance efficiency and user-friendliness. Encourage feedback from field teams to identify pain points and opportunities for improvement.Ensure Quality Reporting. oversee the accuracy and timeliness of financial reporting from field offices. Consolidate and analyze reports to inform strategic decision-making at the country levelV. Leadership and Capacity Strengthening of Finance Teams, Oversee the supervision, mentoring, and capacity development of both field and grant finance teams to ensure consistent delivery of high-quality financial management practices across all funding streams, in alignment with organizational standards and donor compliance requirements.
Supervision Field and Grant Finance Teams, define and implement clear roles, responsibilities, and streamlined business workflows to enhance operational efficiency and accountability across all finance functions.Capacity Building Development and Implementation, design and execute a comprehensive capacity-building plan focused on enhancing technical expertise, communication skills, and leadership capabilities across finance teams.Performance Management and Compliance Training, develop clear performance expectations and annual targets, facilitate regular coaching sessions, and provide ongoing training to field finance teams on compliance requirements across all funding types and internal policies.Cross-functional collaboration for Capacity Building, Partnering with People & Culture (P&C), program teams, and senior leadership to ensure financial capacity-building initiatives are strategically aligned with organizational objectives and integrated into broader operational and talent development frameworks.REQUIREMENTS:
Master's degree in Accounting, Finance, or Business Administration, or a related fieldMBA in Finance, MSC in Finance/Accounting/AuditingACCA, CIMA, CPA or equivalent preferredStrong Capability in Grant and Multi-Funding Management, demonstrates the ability to effectively lead and manage diverse funding portfolios, with end-to-end oversight of grant processes—from proposal development and donor engagement to implementation, compliance, and financial reporting.Team Leadership and Development, experience in leading and mentoring finance teams, including performance management and capacity building.Budgeting and Forecasting, strong background, and the ability to manage the budget planning cycles, including annual and mid-year reviews.Demonstrated Leadership in Continuous Improvement and Operational Efficiency.Fluent in both spoken and written English and Khmer.The primary responsibility of this position is to oversee all financial operations within the country. In addition, the role requires regular field engagement, with a minimum of 30% of time dedicated to on-site visits and collaboration with both the finance and field operations teams to ensure alignment, support, and effective implementation of financial processes.Finance and Administration Leadership, minimum of 3 years of experience in a finance and administration management role within a medium-sized business, NGO, or government agency.Organizational Familiarity, well-versed in World Vision’s systems, structures, and operational frameworks..HOW TO APPLY
