ICF is seeking motivated finance and operations professional to support our growing portfolio of global health and development programs in our Rockville, MD office.
Our typical programs are global in scale, working in 20 or more countries simultaneously, requiring senior financial and operational support that involves management of the project funding coming from multiple funding streams, development of financial reports to our clients, , and subcontracts and procurement oversight; ensuring compliance with ICF subcontracting and procurement policies; oversight of procurement documentation and advising staff on issues related to subcontracts, procurement, and financial management.
We’re looking for individuals capable of carrying out job responsibilities including:
Subcontracts Management
Provide overall leadership related to all issues associated with financial/operational management of the contracts/agreements or subcontracts/sub agreements included in the portfolio; proactively identify financial issues before they become larger problems; and identify and execute corrective actions.
Ensure compliance with contract/agreement terms and conditions, remaining current on compliance s requirements and changes.
Assist program staff with all subcontracting processes, providing guidance on all subcontract related matters, from development of scopes of work and budget negotiations.
Write Memorandums of Negotiations (MoN) and Justifications and Approvals for Other Than Full and Open Competition (J&A) documents, working closely with program staff to gather the necessary information.
Oversee staff travel itineraries for adherence with ICF and client travel policies.
Advise and support program staff on issues related to subcontract modifications.
Interface with ICF Contracts and Subcontracts corporate departments.
Procurement Management
Manage the procurement process for the purchase and delivery of medical and other equipment and supplies for use in program activities overseas and in the US, including determining procurement requirements; identifying and recommending the most appropriate method of procurement; assisting with customs clearances; and verifying delivery.
Responsible for vendor identification and development to include communication with sales representatives; updating and maintaining a list of approved vendors, and most current equipment prices; obtaining samples and literature regarding potential products and vendor capabilities and conferring with project staff to get approvals before procurement begins.
Assist in the preparation of formal requests for quote or proposal. Compare prices, specifications, and delivery dates in order to determine the best bid among potential suppliers. Negotiate price and terms of Purchase Orders with prospective vendors and suppliers, including unit costs and freight.
Assist with document- or subcontract-preparation required for clearance through Customs.
Provide input related to project procurement for financial and other reports and assist staff with disposition of all equipment as required.
Liaise with corporate Procurement and Subcontracts departments to ensure subcontractor/consultant agreements, purchase orders, and appropriate Terms and Conditions are utilized in compliance with ICF corporate policies, as well as contractual terms, FAR, AIDAR, and other applicable rules and regulations.
Maintain procurement trackers and databases relevant to the procurement process, to include all procured items, purchase orders, import regulations by country, and latest prices of supplies and equipment, final costs including freight costs.
Review invoices from vendors and assist staff with procurement-related budgets.
Financial Management
Interface directly with clients on issues related to changes in funding obligations
Develop quarterly financial reports that keep clients informed of spending commitments and available pipeline. .
Prepare a monthly pipeline of project funding status and update and advise staff on status of their spending.
Assist staff on the preparation of country and work plan budgets, providing information on allowable and unallowable costs and checking budgets for accuracy.
Provide budgeting support during cost to complete, budget updates, and budget revisions exercises.
Review subcontractors’ invoices prior to payment.
Ensure that financial forecasts are updated monthly in ICF’s Project Based Forecasting system.
Coordinate and facilitate internal financial reporting on project performance to inform ICF’s monthly, quarterly, and annual financial reporting requirements
Other Tasks
Develop systems and protocols for project staff with the intent of streamlining processes and increasing efficiency.
Give presentations, develop manuals and guidance documents for project staff on issues related to contracts, subcontracts, and financial management.
Requirements:
B.S. in Business Administration, Accounting, Finance, or related field; MBA or certification (CPA, CFA or CMA) a plus.
Minimum of 5 years of technical federal contracts management experience with international development projects. Management and oversight of multi-year, multi-million contracts a plus.
Advanced MS Excel and MS Word proficiency.
English proficiency a must; knowledge of French, Spanish, or Portuguese preferred.
Professional Skills:
Demonstrated ability to problem-solve, implement creative solutions, prioritize projects and meet deadlines.
Work with minimal supervision and outstanding follow-up and follow-through.
Strong writing and communication skills.
Experience in setting systems and processes, highly organized, and high attention to detail

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$107,469.00 - $182,697.00Rockville, MD (MD18)
