**Job Description**
**Job Summary**
This is a site-based role responsible for leading the planning and scheduling function for an assigned Sewage Treatment Plant (STP) project package in Dubai. The Planning Engineer will provide expert support to the Project Management and Supervision teams in monitoring, analyzing, and reporting on project progress, with a strong emphasis on delay analysis, claims evaluation, and forensic planning to safeguard project timelines and mitigate risks. The role requires in-depth knowledge of complex multidisciplinary STP works, including civil, mechanical, electrical, and process components, in compliance with Dubai Municipality and relevant local authority requirements.
**Job Duties**
+ Fully understand the project scope, contractual milestones, and logical sequencing of construction activities across all STP disciplines, including civil, structural, MEP, and process works.
+ Review, analyze, and monitor contractors’ and subcontractors’ baseline and updated programmes using Primavera P6, ensuring compliance with contractual obligations and industry best practices.
+ Track procurement, manufacturing, delivery, installation, testing, and commissioning activities, identifying deviations and providing early warnings for potential delays.
+ Liaise closely with the contractor’s planning team to align actual progress with approved schedules, ensuring integration of all mechanical, electrical, and process-related activities.
+ Prepare and present detailed progress reports, S-curves, dashboards, and critical path analyses for weekly and monthly reporting to the Senior Resident Engineer, PMC, and Client.
+ Evaluate Extension of Time (EOT) claims, conduct delay impact assessments, and prepare detailed forensic analyses, including Window Analysis and Time Impact Analysis (TIA).
+ Identify schedule-related risks and opportunities early, advising on mitigation or recovery strategies to maintain key handover and commissioning dates.
+ Conduct regular site inspections to independently verify reported progress and coordinate with discipline engineers to ensure accurate reporting.
+ Support the Senior Quantity Surveyor in assessing programme-related cost impacts, variation proposals, and potential disruption claims linked to STP works.
+ Maintain comprehensive records of programme monitoring to support claim defense, dispute resolution, and contractual negotiations.
+ Represent the planning function in technical and commercial meetings, and where necessary, support arbitration or dispute discussions requiring programme expertise.
+ Ensure the contractor’s compliance with contractual obligations for progress updates, timely delay notifications, and adherence to time-related clauses in line with FIDIC conditions of contract.
**Qualifications**
**Minimum Qualification**
+ Bachelor’s Degree in Civil Engineering, Construction Management, or a related discipline.
+ Minimum 10+ years of experience in planning and scheduling, with substantial exposure to large-scale sewage treatment plants, water/wastewater facilities, and associated infrastructure in the UAE or GCC.
+ Proven track record in claims assessment, EOT evaluation, and forensic delay analysis for multidisciplinary infrastructure projects.
**Additional Information**
**Specific Skills Required**
+ Expert user of Primavera P6 with strong analytical skills in construction planning and forensic delay analysis.
+ Strong knowledge of EOT claim processes, disruption claims, TIA, and Window Analysis methodologies.
+ Familiarity with planning and scheduling for complex STP projects, including integration of MEP and process commissioning activities.
+ Excellent written and verbal communication and report-writing skills.
+ Ability to work independently with high accuracy and attention to detail.
+ Strong organizational and time management skills, especially under tight deadlines.
+ Knowledge of FIDIC conditions of contract and local authority (Dubai Municipality) requirements is preferred.
