This position is responsible for reviewing, evaluating, and analyzing regulated utility applications and tariffs, assessing utility optimization models and results, developing and presenting data using visualization tools to support analysis and communication, and making formal recommendations through the submission of written and oral testimony in administrative law proceedings regarding the provision of safe, reliable, and affordable utility service. The performance of these duties requires in-state and out-of-state travel. Human Resource Contact: Serenity Moffett / serenity.moffett@wyo.gov (serenity.moffett@wyo.gove) / 307.777.6243 ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level. + Conducts advanced economic, financial, accounting, and statistical investigations, research, and analyses. + Review, analyze, audit, and interpret regulated utilities' use of advanced modeling techniques, such as dynamic optimization, to evaluate results of Integrated Resource Planning, energy and cost forecasting, electrical generation selection and procurement, and other related analyses. + Create visual representations of complex data using visualization tools, such as Tableau or Power BI, for internal and external use. Conducts regulatory audits of accounting systems, program management methods, and operations of regulated utilities. + Interprets agency rules and statutes; interprets federal rules, regulations, and statutes; and interprets regulated utility principles. + Prepare and submit testimony and exhibits as an expert witness, respond to interrogatories and discovery requests, and stand for cross-examination. + Prepare, present, and submit formal comments, research projects or other reports and materials. + Produces research projects and/or reports and other materials. + Assists with the preparation of legal briefs and the cross-examination of witnesses at administrative hearings. + Participates in special studies or research work groups within the agency as assigned by management regarding new and current regulatory issues. + Serves as a subject matter expert on various regional and national committees. Qualifications PREFERENCES: Bachelor's Degree in Economics, Data Analytics, Engineering, and/or Finance Experience in utility regulation is preferred, but not required. KNOWLEDGE: + Knowledge of data analysis and statistical tools such as Python, MATLAB, R, Stata, Julia, etc. + Knowledge of data visualization tools such as Tableau, Power BI, etc. + Knowledge and understanding of dynamic and static optimization concepts and modeling; + Knowledge of federal utility regulations; + Knowledge of Wyoming statutes related to public utilities; + Knowledge of Wyoming Public Service Commission policies, rules, and regulations; + Knowledge of utility regulation of natural gas, pipeline, electric, water, and telecommunications industries; + Knowledge of utility regulatory principles, practices, and procedures; + Skill in written and oral communications; + Ability to plan work, prioritize assignments, and meet deadlines; + Ability to work with others in a team environment and develop creative/innovative solutions; + Ability to take initiative and make recommendations based on informed judgment; + Skilled in accounting, statistical, and economic analysis; and + Skill in the interpretation, evaluation, and analysis of utility financial information and regulatory concepts.
