Senior Director, Landfill Gas Operations

WM serves nearly 25 million customers in residential, commercial, industrial and municipal markets throughout North America through a network of collection operations, transfer stations, landfills, recycling facilities and waste-based energy production projects. **Job Summary** The Senior Director of Landfill Gas Operations is responsible planning, organizing and leading the Elevated Temperature Landfill "ETLF" Program corporate-wide direction based on companywide strategic goals and objectives. This role reports to VP - Environmental Management Group. This role is responsible for establishing, developing and implementing the policies, procedures and systems relating to engineering and operations at our existing and potential ETLF facilities. Obtains advanced information on new developments in regulatory changes in environmental requirements, incorporates this data into the organization's strategic and tactical business planning, and designs and implements tactical plans for dealing with specific ETLF operations throughout the organization. Collaborates with others on the research and development with a multi-disciplinary group of internal and external technical experts. Communicates with Corporate and Area Management regarding the policies and procedures, best management practices for ensuring that environmental standards are met for existing ETLFs and precluding development of new ETLFs. This role would require at least 50% travel. **Essential Duties and Responsibilities** + Plans, directs, and coordinates activities of internal and external staff involved in directing research, procedures, best management practices, equipment, and techniques to provide environmental solutions to the corporation’s handling of ETLFs. More specifically: + Leads the process for identifying the probability of the occurrence of an ETLF. + Works with the corporate and field team in evaluating the collected data and establishes the classification of the potential facilities. + Evaluates uncharacteristic challenges of ETLF and develops appropriate engineering and operational component standards, policies and procedures Component Considerations + Leads the research and development of mitigation strategies and processes associated with ETLF. + Develops and implements safety proper safety protocol to address the aspects of hot liquids and gases under pressure. This will include evaluating waste stability, implementing early warning systems, etc. to keep on-site and off-site situations safe. + Promote culture of safety by ensuring site personnel are properly trained to perform assigned duties and comply with safety, environmental, federal, state & local regulations + Develops short and long-term mitigation strategy if a facility is classified at a level that requires action. + Coordinate funding, logistics for work progression and actual progress identified in the mitigation plans ensuring quality of work is being performed as per the standards. + Consult with field team to identify, design and implement cost saving opportunities and proposals. + Ensure compliance with client and government regulations by performing necessary inspections and coordinated reporting. + Provides leadership and program management to Corporate and Field Directors in the following disciplines as it relates to ETLF: Engineering Science, Wastewater Treatment Alternative, Environmental Compliance, Landfill Gas Treatment. + Responsible for establishing, developing and implementing the policies, procedures and systems relating to operations at ETLF facilities + Sets overall strategy for the Elevated Temperature Landfill “ETLF” Program, clearly articulating objectives for all operating units overseen. + Balances the financial goals of the enterprise with the external regulations and applied environmental solutions. + Directs the development of internal policies, procedures and practices dealing with environmental management based on the best available scientific evidence and judgment. + Establishes programs to preserve the quality of life by correcting and improving various areas of environmental concerns. + Assists in directing independent research on the organization's ETLF to establish a basis for program changes and improvement. + Keeps abreast of pending regulatory development through reference sources. Obtains insights on legislative agendas at both the Federal and State levels (focus is on the Federal level). + Confers with federal regulatory agencies to discover national environmental quality standards, industrial practices, and new developments in pollution abatement. **Qualifications** The requirements listed below are representative of the qualifications necessary to perform the job. Education and Experience + Education: Bachelor’s Degree including Engineering, Environmental Management, or similar area of study required. Masters of Sciences Degree, in Engineering, Environmental Management preferred. Certifications and/or PE license preferred but not required. + Experience: Fifteen plus years of landfill experience. Experience should include a minimum of 5 years of primary focus on landfill gas management design and operation, Experience should also include a minimum of 5 years of management responsibility. Similar area of study, and fifteen or more years previous experience.
