Position Summary:
The Senior Digital Health Advisor will lead the technical design and implementation of health information systems (HIS) interoperability, architecture optimization, and digital solution integration. This role provides high-level guidance on the application of OpenHIE and HL7 FHIR standards and oversees the development of data exchange layers, dashboards, and APIs. The advisor ensures that all digital interventions support data use for decision-making, align with government standards, and strengthen system sustainability.

Primary Duties and Responsibilities:
Lead the development of national and subnational interoperability frameworks, including data architecture design using OpenHIE and FHIR standards. Oversee integration of electronic medical records (EMRs), DHIS2, laboratory systems, and other digital tools into a harmonized ecosystem. Guide the development and implementation of cross-platform dashboards for health program monitoring and decision-making. Support government teams in institutionalizing governance structures and policies for interoperability, data sharing, and digital health maturity. Provide hands-on mentorship to national digital health developers and implementers to build local capacity and foster sustainability. Ensure compliance with digital health best practices, including data privacy, security, and interoperability standards. Facilitate engagement in global and regional digital health learning exchanges and working groups.Required Qualifications:
Advanced degree in computer science, information systems, public health, or related field. Minimum of 8 years of experience in digital health or health information systems, with specific experience in interoperability and standards such as OpenHIE and FHIR. Proven experience designing and implementing digital health architecture and APIs. Strong analytical, problem-solving, and mentoring skills.
