Senior Contracts Manager - Defense This position is for a senior contract professional recognized as an expert in contracting. The Senior Contracts Manager ensures compliance to all Federal Government contractual regulations and audit requirements. The position serves as the principal advisor to the PCB organization regarding the legal and contractual compliance aspects of customer documents as well as overseeing the execution of customer audit procedures. Communicates and influences senior function leaders regarding matters of significant importance. Assists with the improvement of department processes through the application of deep knowledge and experience in the contracts function. Primary Responsibilities: Leads the drafting, generation, interpretation, and management of highly complex proposals and contracts, in accordance with internal and external customer schedules and requests, to ensure these proposals and contracts properly reflect business objectives. Collaborates with key stakeholders to coordinate input during the proposal and contract process, within in a matrix environment of program management, engineering, finance, operations, supply chain, and quality functional leads. Manages the analysis and preparation of contract documentation to ensure they are within negotiated and agreed-upon parameters and government cost control guidelines. Leads proposal preparation, contract negotiation, contract administration, and customer contract activities to ensure contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications. Advises the organization on issues concerning contract matters. Identifies risks and proposes appropriate mitigation strategies. Tracks contract performance and manage contract changes, modifications, and REAs. Ensures protection of Company interests and intellectual property during negotiations and fully document negotiation outcomes. Develops a list of prime contract flow-down clauses for inclusion in subcontract documents. Completes and maintains Representation and Certification forms. Maintains SAM and other applicable registrations. May evaluate subcontractor proposals and/or conduct audits for completeness and adherence to compliance with Prime contract flow down requirements. Assists leadership on training employees to ensure understanding of and adherence to contract laws and regulations related to the business. Maintains historical contract records and central document repository. Basic Qualifications/ Experience Needed: Bachelor Degree in Business or applicable technical field and minimum 8 years ’ experience in the field of federal government contract management as a seller. Must be a U.S. citizen and have or be capable of obtaining a US Department of Defense (DoD) secret Experience drafting, redlining, and negotiating Prime Agreements, Subcontractor Agreements, Teaming Agreements, Non-Disclosure Agreements, Master Agreements, Basic Order Agreements, Purchase Orders, Task Orders, Change Orders, Proposals, Vendor Agreements, License Agreements, and other legal instruments is a must. Additionally, candidate will have a strong background in Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulations (DFARS). Candidate must have in depth knowledge of all contract types (e.g., FFP, T&M, Cost Plus). Proven ability to solicit and process complex information and data to solve complex problems and make sound decisions. Superb interpersonal skills with measured and articulate communication skills with an ability to build and maintain strong relationships with internal and external customers. Detailed knowledge of government contract administration duties including subcontract flow downs, change management, inspection, acceptance, payment, warranty, audits (DCAA, DCMA, etc.), close-out, and records retention. Demonstrated ability to lead and manage contractual matters for various types of contracts involving commercial off-the-shelf product deliveries, technical service/support agreements, research and development programs, etc., for US government and non- government customers to include subcontracts with suppliers/teammates. Experience in fact-finding, or similar research and data analysis. Preferred Qualifications: Experience working in at a secure ITAR facility. The National Contract Management Association (NCMA) Federal Contract Manager and/or World Commerce & Contracting Commercial & Contract Management Practitioner Certification is highly desired but not required. This is an ITAR facility and applicant must be a US Citizen or a lawful permanent resident. Sanmina is an Equal Opportunity Employer Salary Range (annual) : $104,976.00 - $160,000.00 Actual base pay within this range (determined at the offer stage) will be based on a candidate's years of relevant work experience, education, certifications, and skills, and is just one element of our total rewards package.
