Senior Cobol Developer  

 

 

We are GDIT. The people supporting and securing some of the most complex government, defense, and intelligence projects across the country.  We are currently seeking a seasoned Mainframe Cobol Developer to support application processing requirements. 

At GDIT, people are our Differentiator. You will help ensure today is safe and tomorrow is smarter. The Senior Cobol Developer will:

 Modify test data or create new test data to ensure successful results of modifications to program code 

Perform/ensure in-depth testing of software occurs including Unit Testing, Integration Testing, Regression Testing 

Participate in the setup and support of the production environment Troubleshoot problems that may arise getting to the root cause to facilitate solving the problems 

Assist in troubleshooting and resolving technical issues 

Thoroughly document code changes and defects 

 

 

WHAT YOU’LL NEED TO SUCCEED:  

Education: Bachelor's degree in a Computer Science or related technical discipline; OR the equivalent combination of education, technical certifications or training, or work experience. 

Required:  5+ years of programming in a COBOL/DB2/CICS mainframe environment, working knowledge and understanding of DB2, SQL, JCL, CICS 

​Technical Skills & Knowledge 

Mainframe Technologies: Expertise in IBM z/OS, COBOL, JCL (Job Control Language), DB2, IMS DB/DC, VSAM. 

Batch Processing: Strong knowledge of batch job execution, scheduling, monitoring, and troubleshooting. 

Healthcare & Medicare-Specific Data Processing:  

Experience in handling Medicare claims (CMS-1500, UB-04, HIPAA 837P, 837I) 

Working knowledge of Medicare Enrollment (CMS-855) and Eligibility Verification (270/271 transactions) 

Familiarity with RA (Remittance Advice) and EDI (Electronic Data Interchange) processing (835, 837, 277CA, 276/277) 

Database Management: Strong hands-on experience in DB2, IMS DB, and VSAM for processing large healthcare datasets. 

Job Scheduling Tools: Experience with Control-M, CA-7, TWS (Tivoli Workload Scheduler), or other batch scheduling tools. 

Security & Compliance:  

Understanding of HIPAA regulations related to Protected Health Information (PHI) 

Knowledge of CMS (Centers for Medicare & Medicaid Services) requirements��

Experience with RACF, ACF2, or Top Secret for mainframe security 

Middleware & Integration:  

Familiarity with MQ Series, FTP/SFTP for file transfers between payers, providers, and government agencies. 

Understanding of APIs and web services (SOAP, REST) for integrating mainframe with modern platforms. 

Development & Automation 

Batch Job Development: Ability to develop, test, debug, and optimize batch jobs for claims adjudication, payment processing, and reporting. Experience with HIPAA-compliant data transformation and mapping. 

Error Handling: Ability to identify and resolve batch job failures.  Experience with tools such as Abend-AID, Fault Analyzer, and job debugging tools. 

Automation: Knowledge of Rexx, CLIST, or Python for scripting and automating batch job processes. Experience in DevOps tools for mainframes (Git, Jenkins, Panvalet, Endevor). 

Analytical Skills: Ability to analyze claims data, identify discrepancies, and improve batch job performance. 

Compliance Awareness: Understanding of CMS regulations, Medicaid, and Medicare claims processing workflows. 

Communication: Ability to work with healthcare business analysts, policy experts, and compliance teams. Experience in documenting processes and regulatory compliance requirements. 

Collaboration: Experience working in Agile, Scrum, or Waterfall environments. Ability to coordinate with external vendors, CMS agencies, and clearinghouses. 

 ​Work Location: Hybrid, based in Sacramento, CA. Expect to be in the office at least 1 day a week.

Timeline: This position is not yet funded. It is expected to start in late fall of 2025.
